11-19-1962 - Regular Meeting - Minutesz MINUTES OF THE ADJOURNED MEETING OF THE CITY COUNCIL CITY OF WEST COVINA, CALIFORNIA November 19, 1962 The adjourned meeting of November 19, 1962 was called to order by Mayor Barnes at S.SO P.M. in the West Covina City Hall ROLL CALL Present. Mayor Barnes, Councilmen Jett, Towner, Heath, Snyder Others Present. Mr, George Aiassa, City Manager Mr. Robert Flotten, City Clerk Mr. Thomas Dosh, Public Services Director Mayor Barnes asked the City Manager for any items to be brought before City Council, Mr. Aiassa requested the Council to further discuss or approve some of the matters brought before the Council at the City Council Study Session of November 15, 1962. ASPHALT PAVER AND REPORT The City Council decided,.,to hold action of the Asphalt Paver pending further investigation. DANCING PERMITS • Mr. Aiassa asked the City Council to request the City Attorney, Mr. Williams, to pr- ai::: a rough draft of a new ordinance covering permits for dancing i,i rears, and that such permits be subjected to a license fee. • Motion by Councilman Towner, seconded by Councilman Jett, and carried that the City Attorney be requested to prepare a rough draft of an ordinance to cover Dancing Permits, and recommended a license fee of $150.00 annually for such permits. FLASHING SIGNS Mr. Aiassa reported that all but two business houses have conformed to the Flashing Sign Ordinance. One of the business houses involved has already expressed a desire to cooperate and it is believed that the other business house will also conform. Mr. Stanford will continue investigation to ensure compliance. MERCED ALIGNMENT Mr. Aiassa advised the Council on the present status of the investi- gation on the Merced Alignment, and said that the investigation is continuing. Mr. Aiassa was requested by the Council to obtain the cost of an appraisal from Mr. Cox. DEVELOPMENT OF WALNUT CREEK PARKWAY Mr. Aiassa requested instruction from the City Council to proceed with condemnation of the needed areas on the Walnut Creek Parkway Development and stressed the importance attached to the completion of this street. He reported on the meeting with the Japanese Association and their attorney, and outlined the status of the condemnation proceedings to date. -1- Adj. C. Ayes: Councilmen Jett, Towner, Heath, Snyder, Mayor Barnes Noes: None Absent: None POST OFFICE REPORT Mr. Aiassa reported that the action on the outgrown Post Office quarters has been delayed pending the results of the recent election, and the necessity of cooperation with the newly elected officials, and that arrangements are being made for a dinner with Messrs. Cameron, Johnson, Soto, Flourney, and Lipscomb in order to discuss this and other matters. CAR POOL REPORT Mr. Aiassa informed the Council that comparison reports were sub- mitted by James Kay Jr., Finance Officer, and that the report on implementing the Council's recommendations and suggestions is con- tinuing and will be made available as soon as possible. • INSURANCE COVERAGE ON NON -CITY OWNED VEHICLES Mr. Aiassa opened a discussion on increasing requirements of insurance for employees' use of Non -city owned vehicles. He stated that the Finance Officer will consult Frank Hummer, insurance agent, and City Attorney Williams, and that a report will be made at an early date with respect to having the City named on employees' personal insurance policies. Motion by Councilman Towner, seconded by Councilman Snyder, and carried, that the City Manager withhold action on increasing require- ments of insurance on employees using Non -City owned vehicles pending the report from the Finance Officer. POLICY ON UNDEDICATED STREETS Mr. Aiassa suggested a policy of taking photographs and analyzing conditions on undedicated streets as they become nuisances to the City, at which time, tours of these streets will. be arranged. Motion. by Councilman Jett, seconded by Councilman Towner, and carried, that photographs be taken of undedicated streets as they become a • nuisance to the City, and that particulars concerning these streets be brought to the attention of the City Council, by the City Manager who will arrange for the Council to tour the problem areas. -2- Adj. On the subject of replacement of trees in conjunction with the Vincent Avenue Sidewalk program, Mr. Aiassa informed the Council. that Mr. Dosh was in the process of preparing a penciled map, similar to the type drawn for Rowland Avenue, which would show the plan for installation of sidewalks and the system for arranging to replace trees. Councilman Heath emphasized that care should be taken to avoid a zigzag pattern of sidewalk installation, and it was generally agreed by the Council that sidewalks would be installed in accordance with the City standards. Mayor Barnes stressed that, for the safety of the children, the side- walk program should be carried out with expediency before the bad weather set in. He also emphasized that the main objections from petitioners expressed concern that the Council was dragging its feet. Mayor Barnes also wished to ascertain that the sidewalk installation would not con- flict with the right-of-ways. Mr. Aiassa reiterated that these factors were the reason for the continued investigation, and that, at present, city crews were conducting investigation of these considerations, and that the Council will be presented with more details at the November 26th, regular meeting. In reply to a request that the Mayor write to Mrs. Craven regarding the status of the sidewalk project, Mayor Barnes stated that., he had already called Mrs. Craven and that she is well aware of the situation at present. He reported that Mrs. Craven still felt that the project. should not be • undertaken under the 1911 Assessment Act but that the City should be responsible for the improvement. He explained to Mrs, Craven that, after lengthy discussion and negotiation, it was decided that a citizen participation program was the least expensive and most desirable; and that the feeling of the Council in regard to replacing trees, plants or shrubs was that they would be replaced from the approved list. Councilman Snyder inquired as to the progress of contacting the 50 per- cent interested in the participation program and was informed that letters were being prepared. Mayor Barnes stressed that these letters should ask whether the people are willing to operate on a fifty-fifty basis and if so the City will proceed on a standard installation. Councilman Towner added that assurance of citizen participation would result in greater expedience of the improvement program. Councilman Jett inquired whether or not the City was establishing a policy of tree and shrub replacement with sidewalk improvement pro- grams; and Councilman Towner inquired into the possibility of trans- planting the trees and shrubs involved in the Vincent Avenue installa- tion. Mr. Aiassa suggested that the Vincent Avenue project could be carried out in conjunction with a tree planting program. Motion by Councilman Towner, seconded by Councilman Jett, that the City inaugurate a tree planting program in conjunction with the Vincent Avenue sidewalk improvement and that the City install landscaping as reasonable to standard. Co Co 11-19-62 CENTER STREET AND CIVIC CENTER Page Four Mr. Aiassa read a letter from the Division of Highways (reference • letter of September 18, 1962 and reply) on the acquisition of the right-of-way. It was generally concurred by the Councilmen and the Mayor that Mr. Aiassa should be commended for his diligent handling of the Center Street Project. Mayor Barnes urged that studies on Civic Center be initiated, Councilman Towner added that traffic studies to date have been sufficient to indicate that the Center Street project should be expedited and urged that the new proposed - traffic study be expedited to prevent -traffic bottlenecks. Mr. Aiassa requested permission to proceed with the plans and specifications. Motion by Councilman Jett, seconded by Councilman Towner, and carried that the City Manager be authorized to proceed with the agreement on the construction of Center Street and negotiate final arrangements with the State on a fifty-fifty basis, and that the City prepare the plans and specifications, MC CANN REPORT Mr. Flotten requested authorization to proceed on the Mc Cann report. Motion by Councilman Jett, seconded by Councilman Towner, that the Mayor and City Clerk be authorized to sign the contract with Wilbur Mc Cann. Motion passed on roll call as follows: • Ayes-, Councilmen Jett, Towner, Heath, Snyder, Mayor Barnes Noes-, None Absent: None HOLIDAY LEAVE FOR CITY EMPLOYEES Mr. Aiassa requested the City Council to make a decision regarding the allowance of an extended holiday for the City employees. Mr. Aiassa expressed a belief that, during the forthcoming holidays, City business would not be extensive and could therefore be handled, without loss of efficiency, by two-thirds of the City Staff. He proposed that city employees be permitted a one day leave in addition to their regular holidays of Thanksgiving, Christmas and New Year's Day, so that they may enjoy a holiday with their families. He suggested that one day leaves be extended so that alternately one-third of the City Staff would be permitted one full day off on one of the following days - November 23, December 24, or December 31. Motion by Councilman Towner, seconded by Councilman Jett, that the City Manager be authorized to permit one full day, off for one-third of the City Staff on November 23, one full day off for an alternate one-third of the staff on December 24, and one full day off for the remaining one-third of the staff on December 31; and that employees of the Public Safety Departments who will be required to work during • these holidays be permitted to add one full day to their vacations. C� CITY MANAGER'S VACATION Page Five Mr. Aiassa informed the City Council that he is going on vacation and will not be present at the.regular meeting of November 26, 1962. He • requested that in his absence Mr. Dosh be appointed City Manager Pro tem; that the City Manager9s secretary be responsible to Mayor Barnes and that Mr. Flotten be in charge of coordinating the City Council Agenda and administration. The City Manager requested that Mayor Barnes be in charge of any City business during Mr. Aiassals absence. Mayor Barnes said he would be happy to do so, but will be out of town on November 22, 23, and 24, and requested that City business on these days be referred to Mayor Pro tem Frank Towner. ORDINANCES Mr. Flotten read a letter from the City Attorney, Mr. Williams, sug- gesting that the City Council approve the following ordinance brought before the Council on November 13, 1962. Mr. Flotteno I have an application framSt. Christo- pher's Church Men's Club requesting permission to sell Christmas trees at 629 South Glendora Avenue. Motion by Councilman Heath, seconded by Councilman Snyder, and carried, that St. Christopher's Church. Men's Club be granted permission to sell Christmas trees at 629 South Glendora, Mr, Flotteno I have an application from Sisterhood of Temple Sholom requesting permission to hold a rummage sale at 912 West Merced Avenue. Motion by Councilman Snyder, seconded by Councilman Towner, and carried, that permission be granted to hold rummage sale at 912 West Merced Avenue. • FIRE STATION AND LIBRARY Mr. Aiassao I would like to have authorization from the City Council to approve the following extra items for the fire station: ME Adjo Co Co 11-19-62 Page Seven FIRE STATION AND LIBRARY - Continued 1. Extra Pullman lavatory - approx • i.mate cost of $200.00 to $250.00. 2. Cesspool - approximate cost of $500.00. 3. Intercom System - approximate cost of $500.00 including Conduit -wire speaker enclosure and 6 speakers. 4. Single pedestrian warning light - approximate cost of $200.00, 5. Sidewalk at Yaleton - approximate cost of $350.00, Total of these items not to exceed $1850.00. Motion by Councilman Snyder, seconded by Councilman Heath, that the extra items for the fire station be approved with costs not to exceed $1,850.00.
