10-31-1962 - Special Meeting - Minutesr-I L-A • • MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL CITY OF WEST COVINA, CALIFORNIA October 31, 1962 The special meeting of the City Council was called to order by Mayor Barnes at 9:00 P.M. in the West Covina City Hall. ROLL CALL Present.: Mayor Barnes, Councilmen Jett, Heath, Snyder Others Present: Mr. George Aiassa, City Manager .Mr. Robert Flotten, City Clerk Mr. Thomas Dosh, Public Services Director Mr. Harold Joseph, Planning Director Absent: Councilman Towner Mr. Harry C. Williams, City Attorney Mr. Aiassa: I would like this statement by Mayor Barnes spread in the Minutes: "I, Claude L. Barnes, Mayor of the City of West Covina, do hereby call a special meeting of the City Council of the City of West Covina to be held on Wednesday, Octo- ber 31, 1962 at the hour of 8:00 P.M. for the purpose of consider- ing and acting upon a proposal for the extension of the retirement date of Mr. Laurence C. McMillan, an employee of the City of West Covina, and considering such other business as may be brought up at said meeting." Mr. McMillan has been running on ex- tension from year to year. His date to go is up on November 3. We don't have a meeting until the 5th. He is in critical condition. If we retain him on our payroll it would be to his advantage and also, in case he passes on, to the widow. We would like authorization from the Council to extend the November 3rd date to December 18th. - Motion by Councilman Heath, seconded by Councilman Snyder, and carried, to authorize the extension of the retirement date of Mr. Laurence C. McMillan from November 3, 1962 to December 18, 1962. CONFERENCE EXPENSES Mr. Flotten: I need authorization to pay $144.54 for expenses for the League of Cali- fornia Conference held in Los Angeles. This is charged to Council's Expenses. Motion by Councilman Heath, seconded by Councilman Jett, that the ex- penses in the amount of $144.54 for the League of California Confer- ence be authorized* to be paid from Council's Expenses. C. 10-31-62 EMPLOYEES AWARD DINNER Page Two Mr. Aiassa: I have a letter directed to Mayor Barnes and the City Council,'dated October 2, 1962, from the Board of Directors of the West Covina City Employees' Association. I would like this spread in the Minutes: -The Board of Directors of the West Covina City Employees' Association are working on a date for our Annual,Installation and Service Pin Dinner -Dance. This annual event will take place during the month of November, 1962. "In the past, the Employees' Association has subsidized this dinner by paying approxi- mately one half of the cost and the other one half has been borne by the employees. The Association feels that this event should be entirely free to the employee in order to get as many employees to attend as possible. In view of the fact that the Association feels the service pin awards is a City function, we are asking the City to participate one half in the cost of this event. ''The Association is cognizant of the City's contribution made toward the Association's ac- tivities, however, this amount has been the same for the past several years. The Association cost has gone up considerably and it has been necessary for us to double our dues in the past year. • The West Covina City Employees' Association would appreciate your thoughts relative to this request." Councilman Jett: After reading and hearing this letter and giving it every con- sideration, andthe fact that this is a City award dinner, I feel that the City should pick up the en- tire bill and invite all the employees who are not working and who can attend this dinner. It is a dinner for them and I think the City should pay the full bill. Councilman Heath: Every time I vote on a policy con- cerning personnel, I always make a comparison with what is done in in- dustry. In industry, in a case like this, the company would pay the entire bill. I think in this case, the City should pay the entire bill if, for no other reason than the fact that this is a dinner in honor of the City employees given by the City employees and for the City employees. I would vote one hundred percent participation for two tickets per employee:., Councilman Snyder: We are setting a precedent. Councilman Jett: This is an award dinner. This is • for the purpose of honoring those employees who have been with us for some time. Councilman Snyder: I go along with that. -2- r Special Mtg. Page Three Mayor Barnes: I think in this case that we are talking about a special award for the employees on their length of • service to the City and I think this should be borne by the City. Motion by Councilman Heath, seconded by Councilman Jett, that the City pay the entire cost of the award dinner for two tickets for each em- ployee. This is to include the cost of the dinner, tip, and other ex- penses but does not include any liquor.
