The meeting was, called to order by Mayor Barnes at 8:25 P.M. --in -the
West Covina. City Hall.

SCENIC REPORT
City Manager, Mr. Aiassa: You all have .copies of the Scenic- Reporrt
from the State Division of Highways: This
pertains to the Scenic Highway SCR 4 1962
and Primary -Plan for the proposed scenic highway system in. California.
We need representation. We would like one Councilman, thei Chairman of
the Planning: Commission and the Chairman of the Recreation and Parks
Commission to serve on the committee.
Mayor Barnes: I would like to appoint Councilman Heath
on this.
Councilman Heath- All right.
Mayor Barnes: We would like to have representation.
Advise the Chairman of the Planning Co.r-n-
mission that if he can't make it, -that he
send a representative and also the Chairman of the Park and .Rec-reation
Commission on this committee.
Mr. Aiassa: All right. There will be a meeting some
time in October.
COUNTY CHARTER
Mr, Aiassa: There was a meeting on June b held by
the Board of Supervisors, setting July 17,
at 2:00 P.M. on the County Charter study.
We need representation. You all have copies of the report. This is the
charter amendment to the county.

Mayor Barnes: I think there was an indication that Los
Angeles just granted a 5 1/2 % increase
in salaries after the Council_ granted 3 't/27..
We are going to have tiq stop this continuous raise some place. L would,
like to appoint Mayor Pro Tem Towner to be on this Committee.: .-Will you
accept this?
Councilman Towner: Yes. I think that certainly revision. of the
County Charter is important to the .City of
est Covina as such. I think the main
Point of interest is the proposal that they increase the number of "board
members to seven from five. I think this may have some effect pan our
representation in__this._area,

WONDERFAIR CIRCULATION OF TRAFFIC
Mayor Barnes: Council has received copies on a joint
meeting' with Covina in regards to the
• circulation of traffic near the 'Wonderfair
which is to be held on the llth. I won't be in town on the ;11th I but- I
believe each one got a copy from Mr. Aiassa'a office and we would like
at this time to know how many can make this meeting. It. is at ten
o'clock in the morning.
Mr. Aiassao They only want two representatives. It
is to be on Wednesday

Mr, Aiassa; We are going to have an alert- and Mayor
Barnes will not be here so we need an
alternate.
Mayor Barnes: I would like to appoint Mayor Pro Tem
Towner to take my place. There is "-another
recommendation of Phases I and II by the
county of which I had copies sent to the Council.

Mr. Aiassa read the resolution in full
Councilman Heath: As the Minutes show, I seriously :protest
both of these changes or proposals-. I
can't see the extension of Valinda rand-. I
voted against it consistently. I have made my statement clear that I -think
the Vincent Avenue interchange is a monstrosity. I think that these two.
streets shown up above called Center Street and the future street are_•part
of the monstrosity. I don't like to be the cause of the City losing -con
siderable amount of money. In other words, if the rest of the, Council
is going, to overrule me and approve these proposed plans, there is no -
sense in my fighting it any longer and doing the City out of some money.
I would like to ask our City Manager if my voting against these proposals
jeopardizes the possibility of receiving monies for. _these projects?
M'r Aiassa: No , but tonight we have to have your
vote because we need four votes. If
Dr. Snyder was here, we wouldn't
need your vote.
Councilman Towner: Of course, this particular street pattern
was laid out after traffic studies by the
• traffic engineering consultant and
studied by the Council, and in an effort to alleviate the traffic situation
and provide adequate circulation into the Nest Covina Center, I think
in order to accomplish those purposes that we ought to move ahead with
this program and get as much of it accomplished as we can rathen . than
waiver back and forth The only change would be that we now have a
new Councilman.

Councilman Jett: This is one of my major concerns in the
City and that is the flow of traffic in and
out of the. Center and the central business
district. I haven't got all the information here. .I haven't been able to
determine in my own mind just what we are accomplishing. by this when
it is just for this little group of streets here or if it goes farther. We
must provide a street completely across the: City, east and ,west and north
andsouth if we are going to have thirty or forty thousand. cars coming
into this business district daily . I would like to see a study started im-
mediately in regards to the feasibility of putting an .elevated highway.com-
pletely across the City over the Walnut Creek Wash . On this particular
piece, does this just mean that we are talking about the funds for, Center
Street and Valinda?
Mr; Aiassa: Before we get any money from the. State
Division of Highways, we mustput these
streets in our major, street pattern. We
are listing these streets as part of our major streets,
Coundilman Heath: If this is brought :up before the City
• Council tonight, I would have to continue
on the same attitude that I have had in
.the past and .vote against it. If you need my vote tonight, you might
just as well not bring it up.
Mayor Barnes: I feel Valinda Avenue .is a. necessary.--, ex-
tension because I feel if we ever intend
to get a circulationof traffic from the
residential area into the old center, that this is one way of doing it.
Councilman. Towner: We have to end the deliberation some-
where. This has been through the mill
- for a long time, The matter has had
this prolonged study and the value of expert advice and this is considered
a satisfactory traffic solution 1 think it is now time to move ahead and
not delay . it further by further questioning the validity of it. It is my
belief that in order to salvage this dowrttown: business area and to build
it up., we have to go through with some of kind of traffic circulation.
Mr. Aiassa: Mr, Flotten, we can go with three votes?
Mr.. Flotten: Yes.
Motion by Councilman Towner, seconded by Councilman Jett, that said

Mr. Aiassao We want two recommendations; to approve
the plans and specifications and authori-
zation for the City Manager to call for
informal bids; but also to spend the money.
Councilman Heath: What about the moving of that weir .box
or whatever that is out thereon
Mr. Aiassao The developer is taking care of that.

to approve plans and specifications of Project C-172 and authorize the
City Engineer to call for informal bids.

CAMERON. AVENUE BRIDGE
AND STREET TIME EXTENSION
Mr. Aiassao The Councilmen have received copies of
the letter asking for the extension of
time. They want an- extension from
July 16 to August 20. This is recommended by the staff. It isn't
their fault that they are being delayed,
Motion by Councilman Heath, seconded by Councilman Jett, and carried,
that the extension in time from July 16, 1962 to August 20, 1.962 for
Project C-145-2, 3 be approved.
SURPLUS. TRIANGLE NEGOTIATIONS
Sunset Avenue and Freeway
Mr. Aiassa: presented and explained the street map.
Mr. Aiassao It appears when we bought- this property
from the State we received this triangle
here and we want to abandon this little
purple triangle in here. We received on June 25, 1962 a letter to the
,.City re this- matter. This money was deposited with us by the Broadway
.Store-.- We have the directors' deed here on file.

to authorize the City Attorney to draw the proper resolution and authorize
the City Manager to add this little triangle in the transaction which was not
in the original agreement with Broadway.
Mr. Aiassa-. We have an offer to the• City to buy an
acre for $60, 000. 00. We have come to
a. figure of about $5, 000. 00. That is
determined on usable property. This is also on the -incline and we want
to cut a street on there to bring cars into the City parking lot.
Councilman Heath: Can that be condemned?
Mr. Aiassa: Technically not. I need. further authori-
zation to negotiate and see if I can. ac.-
quire this at a more reasonable .possible
price and present it to the Council for final action.
Councilman. Towner: If we want to put a signal in there o.r -
build a driveway entrance in there
maybe we could do it with a special.
permit from the State without any exchange of funds.
Councilman Heath.- I think the City Manager is working in
the right direction.
Councilman Jett-. How many square -feet if that piece of
property is acquired?
Mr. Aiassa: 9,.750 useable and 13,004 altogether.
Councilman. Jett: I wonder if ire-.y0M ,r}egof ation you
might go back to what .they originally -
paid for that and maybe .we can work
something out.
Motion by Councilman Heath, seconded by. Councilman Towner, and carried. -
that the City Manager be instructed to ,continue negotiations for the parcel
of land which is located in the Civic- Center which belongs to the' State.

Mr, Aiassao We have until July 20 to make recommen-
dations on this. There are .three elements
in here. One, they want the City to main-
tain the underpass at Vincent, the underpass at Sunset and the underpass
at Pacific. That means all the landscaping and goes clear up to the shoulder.
They were willing to take on. Azusa and Citrus and taking all the ones here
on Barranca. On. Vincent we take, care of the street only. They are taking
care of the landscaping.
Councilman Towner; I am wondering why we should take any.
of the landscaping. It -seems to me in
1958 when we accepted the frontage. roads
we didn't accept landscaping.
Mr. Aiassao We have gone over all the deficiencies
that lies way back when and I have copies
here of a letter to send under the Mayor's
signature. According to their contract, the City will accept for maintenance
and operation the relocated and reconstructed frontage roads on notice of
the State that all work thereon have been completed. This was dated
• May. 9, 1957.
Councilman Towner; I wonder if we can't say .that ..the intent.,of
that was just the maintenance of the street
and not the landscaping?
Councilman Heath; I think first we ought to determine. whether
we want to accept the frontage roads only
as far as being part of our City streets
and not the landscaping. What have got to do with the landscaping? I
think this should be determined first.
Mr. Aiassao We denied landscaping at .both intersections,
Councilman Heath; You should make it clear that we will ac-
cept the streets, but not the landscaping.
Mr. Aiassao The City will accept for the inclusion in
the -City street system the relocated, the
reconstructed or otherwise altered. City
streets or frontage roads or outer highways on notice to the City from
the State from the work herein provided for on s_aid.City streets or fron-
tage roads or outer highways have been completed except as to any por-
tion there6f which have been adopted, by the • State as the freeway property.
Councilman. Towner; When the freeway work was done, we re-
:liiiquished certain rights to access and
they were .relocated. Now that they
are through with this work, they deed them back to the City and the'.City
takes over their upkeep again. There is nowhere in there any implication

that I can see that this would include any landscaping work that .is a .part
of the State-wide freeway program. I, think we would be justified in taking
that point of view.
Mr. Aiassa: I am suggesting that we will accept the
streets, but we gall not accept the shoulders
or upkeep in maintenance for the.lands-
ccaping.
Councilman. Heath: In accepting the streets, we should insist
that the one street that deadends into a
storm drain be completed as a street:'
(North side of freeway,east of Irwindale)
Councilman. Towner: I agree,. I think we could say that our ac-
.ceptance of any of these streets is on. -a
condition of bringing them up to the, City
standards.
Mayor Barnes: Did we accept those streets at that time
with the berms?
Mr. Aiassa: You didn't legally accept them; they gave
you a letter and said you have them.
Councilman Heath: I think pretty soon we are going -to -have
to acknowledge something one 'way or the
other. The State most likely is going
to sit firm on it in accordance with the contract that was originally drawn
that they turned the land over to us and they are ours.
Mr, Aiassa: I need authorization. for the Mayor to
sign this letter and we have listed -.-all
the little items that we could find that
were detrimental to the -City for maintenance. This is in the form of a
request for the state to bring up to standard.
Motion by- Councilman Heath, seconded by Councilman .Towner, and carried,
that the Mayor be authorized to sign the letter to the State Highway- De-
partment requesting that the frontage roads be brought up to the conditions
stated in the letter prior to relinquishment.
JOINT CITY AND BASSETT
SCHOOL DISTRICT
AGREEMENT
Mr. Aiassa: Harry Williams has approved this. ..It
has not been presented to the Bassett
School .District. This is a standard

contract we have made with other school groups that are out of our school
district. This is the Tonapab Elementary School. We need this contract be-
cause it gives protection to us and':to them. Half of that district is in -our
City.
Motion by Councilman Heath, seconded by Councilman Towner, and carried,
to authorize the Mayor to sign this one-year contract with the Bassett School
District.
COOPERATIVE PERSONNEL SERVICES AGREEMENT
Mr. Aiassa-. The only reason we approved. this is that
they conduct all our' examinations and
papers,
Councilman Heath-. We have had this quite some time, haven't
we?
Mr. Aiassa-. Yes. These are written examinations for
Police and. Fire Departments.
Motion by Councilman Heath, seconded by Councilman Towner, and carried,
to renew our Personnel Cooperative Services Agreement for one year.
PROJECT C-83
Thacksry and Lark Ellen Avenues
Mr. Aiassa-. This is one thing the Council viewed on-
a. field trip. We are not going to do a -
full job. There is a portion in here on
Lary- Ellen that doesn't have curb and gutter. That is on the east .sideof
the street.
Mr. Aiassa read letter regarding this matter to construct concrete gutter,
reconstruct the shoulder portion of the street and reconstruct the center
portion.
Mr. Aiassa-. The property owners have agreed to _.pay
$2.00 per front foot for improvement of
this street. We would put the gutter..in
and resurface it. We have to get 10016 because it is a. volunteer program.
Mayor Barnes-. I think we realize the situation in that
area, and I think this is a worthwhile
project.
Motion by Councilman Heath, seconded by Councilman Towner, and carried
to accept the improvement plans as proposed by the Engineer's Office for
Lary Ellen_ Avenue and Thackery Avenue and Leaf Avenue shown in Project
C-83.

to authorize the staff to negotiate with these three property owners on Lark
Ellen for $Z.00 a lineal foot as described in Project C-83 for their curb
and gutter.
Motion by Councilman. Heath, seconded by Councilman Towner, and carried. -
to authorize the- City Manager to call for bids on Project C-83.
CENTRAL BUSINESS DISTRICT -
TRAFFIC AND , LAN.D USE STUDY
Mr. Aiassa. It is recommended that the three proposals .
come up with by the staff be presented to
the Planning Commission. You have re-
ceived the three proposals of three firms that are interested in doing this
work.
Mayor Barnes. Is this all of the engineering firms that.
are interested in bidding this? I -feel
we should publicize this to be able to
get good bids.
Mr. Aiassa. Let the Planning: Commission loop these
things over and make the .recommenda-
tions to them that they receive further
bids. I took these three bids to get an idea of what we are talking about
in cost.
Councilman Jett. I don't think we need a firm to make g-
land use study. I think our own Planning
Commission and staff can do that.
Councilman Heath. I think you have a point to a. certain -.ex-
tent. I don't know who on the staff you
could have to do .this work. It needs a
study, but who you would get in the City to do it, I don't know. This area
includes the Vincent Avenue Interchanges Would they review that?
Mr.. Aiassa. Sure.
Councilman Towner. I think that Councilman Jett has a good
idea that we do need our local staff's
thoughts on any traffic circulation pros...
gram for the central business district. On the other hand, I think we are-
better off in the long run to bring in the outside experts who specialize in.
traffic surveys of this nature and. have them work cooperatively with our
staff to get the best possible plan out of it,
Mr.. Aiassa. The cost here is reduced considerably
by the use of the City staff and the• City
personnel.

Councilman. Heath: I think that a study of this area is badly
needed It is of a magnitude, ho.Wever,
that I think that since we are going to
be the final judges and so forth, and so that it doesn't get out of hand, I.
think it is enough of a m4�itude for the Council to interview representatives
from these companies and ask them exactly what they are planning on doing-.
I move that the City Manager be instructed to get at _least four more com-
panies to send representatives in and be interviewed by the. Council andthe
ones that .we recommend, send them to the Planning: Commission, --
Councilman Towner: You want the City Manager to get fur-
ther written proposals from the traffic
engineers and after ,we receive those
we will interview those who are further interested in it?
Councilman. Heath:
Yes.
Councilman Towner: After some selection is made, we re-
fer the alternates to the Planning
Commis sion?
Councilman Heath:
Yes,
Motion by Councilman Heath, seconded by Councilman Towner, and carried,.
that the City Manager be instructed to contact a minimum of 12 agencies
that are experienced in land use and traffic pattern studies and have -them -
submit proposals on what the scope of work they plan to do and the amount
they would charge for doing the same, and after he has received these pro-
posals, arrange for personal interviews with a representative of each con-
cern to meet with the Council.

Councilman Jett: I am opposed to going into something
like this. Now we are talking about
another lengthy study. I feel that . if
we have Planning Commissioners qualified to sit on the Planning Commission,
they should be qualified to sit down and make a study of these things. -I .
cannot see any reason for going into a lengthy study with an outside firm
with a tremendous cost to the taxpayer whten we have men in the City who
can do the work and save that money.
I think the property owners should have something to say about the way
this is planned.
Mr. Burton:. Is there any discussion on any of
this ?

Mayor Barnes- No. At the time of the public hearing
before the Planning Commission and.,..
the - City Council there will be,
GLENDORA ON -RAMP
Mro, Dosh- Of all the drawings we have made.;
this is the one we.like the best which
shows the on -ramp on Glendora which
circulates traffic through the local area, This idea seems to be the -most
desirable with an on -ramp here and no on or off -ramps at Lark Ellen,
because we believe the State Division of Highways would look more favor -,-
ably at this situation.
We do not know the exact width this frontage road should be. It would
have to be investigated. It also cleans up a very bad inter :section here -
and the drainage problem we have which dumps water down Glendora. -
This eliminates the drainage problem. It does not eliminate the service
station. The only damage would to a professional building and two pri-
vate residences.
If we are to consider this type of proposal, an on -ramp at Glendora, this
is .perhaps the best way of handling its It is probably the least detri-
mental. We do have problems here, but it could be a lot worse. If -
this were to be approved, you would have an acceleration ramp at. Vincent
and Glendora and the traffic situation would not be detrimental. . If we
consider such an alignment as this, we would have to eliminate those
two ramps at Lark Ellen,
Councilman Jett- Mr. Burton and Mr. Dosh and mys-elf
attended. a meeting and after our meet-
ing, we took these maps and turned
them over to Mr. Burton to take back to the Center businessmen to show
them what we did,
I think the staff has come up with something concrete here; something
that is good, It would solve a lot of problems. - We proposed -this
frontage road as 48 feet and it would take a lot of traffic and would
bring into the• Central Business District two double .lanes.

We had
this meeting with the business-
men and submitted this plan to what
we call
the Chairmen of the different
committees in the area
down there. After
looking it over very carefully,
each
one agreed it would be a tremendous
improvement in the area. We
feel
that we have been
by-passed by a lot
of the professional planning
that
has been going on
in the City. This is the first concrete plan that

that has come out of the- City for what we consider an improvement o€- the
old center since the existence of the old center and the group of people who
looked at this plan were very favorable towards it and it was explained to
them that it is a preliminary plan and would be presented to the., Council,
Planning Commission and public hearings and everything else. They felt
that it was a step in the right direction and they would appreciate your
serious consideration of it.

count coming off at Lark Ellen?
I think it is in the two to four thousand
category per day.
Have you made a study on the amount .of
cars coming off the freeway and into .the
int er.s ection and how many are returning.

Mr. Aiassa: I have a draft letter here to the State
Division of Highways and I think we
would like to have authorization of
the Council to submit this to the State ,because they are the ones who --will
have to finalize this and this letter that I have written states that the staff
has been negotiating with the merchants in the business center in order to
determine the bestppossible traffic .solution for all people in the area. This
plan has been proposed by the businessmen of the area and does have many
commendable factors.
We ask if they would please have their staff review this study in the light.

this to them and let them come forth and see whether they are for it or
against it. This might solve some of the problems they are worried about
now.
Councilman Heath: I think first we ought to find out or, --ask
questions and determine if this is ex-
actly what we want to present to them..
I think the traffic count in both directions at the Lark Ellen off -ramp is.
related as to whether this would be feasible or not. Who is going to pay
for the .condemnation and tearing out of those buildings?
Mr. Aiassa:
The State Division of Highways. We
are making a concession to them by
taking out the .Lark. Ellen Interchange.

get the traffic north of the freeway and the natural flow of traffic is from
the south,

tension of Center Street to State Street
which would allow people coming off
the Vincent Interchange to make a left-hand turn,

it because it comes to a deadend street.

never made a stand on Batelaan or Sylvan Avenue. We have a good pro:.
gram going except for one location, and that is the Japanese School. . We
can put in a limited 30 feet by barely reaching the backend of the building,
If the Japanese people say no, then the° Council is going to be under pres-
sure of..&ond.emnation. They would have a good portion of their property
left, about three-quarters of an acre.
Councilman Heath: Can that building be moved and .leave
them enough land to operate?
Mr. Dosh: They intend to apply for a use at some
other location because this would be a
pretty hectic place to have a school.
They propose to apply for an unclassified u.se permit in a different part
of our' City within six months. To move the building would cost too much..
We asked Mr. Cox to give us an estimate assuming we could solve this
problem. We would ask the appraiser to find out what it would cost if
we had to condemn this little piece in here.
Mr. Aiassa: If we go to this alternate, the .30 feet;
we would have Mr. Dosh talk to the
Japanese people that if they give us
the right of way we will put the improvements in.
Councilman Heath: You are only talking about a temporary
solution. Eventually you are going to
have to do the whole thing. Find out
how much they want for the property and have the City buy it out.

Council to keep on file. It . is to me,

1°The Park Department has an unappropriated surplus of $5, 512. 18.
This surplus will have to be increased by the amount of $832.00
which is a difference between 1.962-63 expenditures over estimated
revenue making a total of $7., 344. 18. This is all the money that
is available in the Park Department Fund.

the Park Department. If any of these items are approved by the

of possible alternate routes for a north-sout freeway to con- _
nect the adopted- Route 19 (Pomona) Freeway to the adopted

freeway is a matter of the utmost urgency due to expanding
development throughout the study area.
"Appropriate governmental agencies and local governing bodies
were informed of the initiation of location studies for this
freeway in compliance with the policy of the California High-
way Commission regarding adoption of freeway routes. - At
various times during the study period the Division of High-
ways has met with representatives of these groups and
members of their technical staffs to discuss the studies then
yin progress andtto obtain their suggestions relative to other
possible areas of study.

sent a specific routing to the California Highway Com-
mission as his recommendation for adoption. The. Cali-

recommendations presented by the affected agencies,
local governing bodies and the State Highway Engineer
along with all information pertinent to this project prior
to adopting a route for the freeway.

which could be developed in any one of the areas of

MERCED AVENUE REALIGNMENT
Mr. Aiassa% This is just a. report.. We will bring
it up later. It is a memorandum to
me from Thomas J. Dosh, regarding
this matter, and dated June 29, 1962. 1 would like this spread in the
minutes,
1°Attached, herewith are plans for the proposed construction
of new Merced Avenue and cul-de-sacing of old Merced
easterly of Glendora Avenue. The 100-scale aerial photo-
graph indicates the properties affected with severance and
right of way damages. . From viewing the overlay, it is
quite evident that the Skelton house must be removed,. The
other two homes could very conceivably remain, with cer-
tain severance damage and right of way acquisition to these
parcels.
"As per request of the, Council, the- City Engineer's office
has reviewed. the conditions surrounding. Rev. Jones'
application and request for participation. It would be
our recommendation to require :only-..tha_Eportion front-
ing the service station to be improved at this time.,
since Rev. Jones is not contemplating immediate de-
velopment of the property adjacent to the service station
site on the south. At such time as the City acquired
the necessary property easterly of Rev. Jones' property,
the remainder of the improvements should be installed.
If the City were to accede to Rev. Jones' request, the
City would spend approximately $2, 700 adjacent to .the
service station by the construction. of pavement curb to
curb on this secondary highway. In conjunction with
this, the property owners would develop curb and gutter

improvements on both sides of the street. The remainder
of the pavement improvements, new channelization, new
Merced and old Merced, would cost approximately $13, 000.
Therefore, the total cost to .thee City would be. approximately
$15, 700. In reviewing the proposed Public Works Improve-
ment Program, which was prepared prior to the zoning of
this intersection, the City staff had estimated a. cost of
$12, 500 for improvements to be constructed in the year
1963-64. The $12, 500 figure was used because we had no
way of knowing whether or not the City would .be paying for
481 or for 601 of paving, or to what extent the channelization
would increase the cost. In light of the request made by
Rev. Jones and in accordance with our budget proposals over
the past years, we would make the following recommendations.:
"I. The .City only require. curb and gutter improvements
fronting the service station site on both sides of the
street on Merced Avenue, following which theL City
will pave the center 48 feet. The property. owner
will,':_in:.lu'rn, . be, rges`taed to pave the balance. This
would. reduce the', City participation from $2, 700 to
approximately $2, 200 at this time.
112. The City will investigate immediately the costs of
acquisition and right of way problems concerning the -
Skelton, Nagle, and. Redfeldt property easterly of
this site.
113e The proposed cul-de-sac for old Merced will not be
realized. until a new Merced Avenue is .completed.
114. The property owner will be requested to complete
all curb and gutter improvements on Glendora Avenue
at the time of service station construction which will
result in eliminating a serious traffic bottleneck and
drainage problem on the east side of. Glendora. Since

115. As a. final recommendation, we .hereby request the
City Council to review the maps as presented, with
the idea of adopting the proposed, cul-de-sac for old
Merced Avenue andtthe channelization pattern designed

MAP OF GLENDORA AVENUE
Mr. Aiassa:. I did"this when we sold. it to the State
Division of Highways. This is a map
of Glendora 'Avenue. The green is
what we have to go to 'meet the requirements of the State. The maximum
amount we should go fs 1�10 feet. The idea is that maybe we can set
back and put in parking as well and allow the street to be widened to
maximum. I think it' might be desirable for the Council to get our en-
gineering staff to do some layouts on this and show some parking also.

Mr. Flotteno This is a. proposed annexation by
Adams 8r _ Ells down on. Valley Blvd and
is at the tip end of our Annexation No.
158. They propose to annex that to the City of West Covina. The County
Moundaries Commission says it will not be legal because it leaves the
street. They -want to know if we will take in the street.

brothers lives in that area. Mr. Cashen and Mr. Brutocoa would be
your contacts on it. This may .hpt be worthwhile, but it was a proposal
brought to me and. I .pass it onto you.

He was disturbed because he comes in
with plans for a building and the staff
will look it over and find. one error and they stop it right there and
hand it back to himand he has it corrected and comes back in and they

.SUPERIOR COURT SITE
Councilman Towner-. On the- Superior' Court Action, I under-
stand that the judges committee report
as adopted by the full panel of judges
is being reported to the Board of Supervisors tomorrow. This is second
hand "information since I have not yet had the courtesy of a communication
from the judges or the Board of Supervisors. do understand . that their
recommendations are substantially the same as those initially made.
We have written a letter to the Supervisor Bonelli with copies -to the other
members of the Board, copies of which were sent to you. The El Monte
Chamber of Commerce has submitted a similar letter on their own initia-
tive very strongly presenting their case and the only problem...is "now to -
get before the Board tomorrow. They have already set aside $30, 000. 00
• in the budget, but they have not yet allocated to any particular use, -
We hope that they will, of course, still consider the cost aspect and the
convenience aspect in misplacing the court in the far eastern. edge of the,
district. There will be some representation before the Board tomorrow-.
Mr. Wiggum, Councilman from El Monte, will be there If one of our
Councilmen is available and can be there, it might be helpful.
