Councilman Jett expressed his concern as to whether the sprinkler heads will
remain extended as high as they are now, particularly because of the possi-
bility of any children tripping over them., City Manager, Mr. Aiassa indicated
that relative to this matter these sprinkler heads will be in shrubbery beds and
won't be exposed to the play area, they will be covered.
Motion by Councilman Jett, seconded by Councilman Heath, and carried, that
the automatic sprinkler system, Project C-165, be approved and authorization
given for the release of United Pacific Performance Bond No, B-108475 in the
amount of $7, 771. 00 subject to Notice 'of Completion Procedure.

The City Manager read a report from R. E. Pontow, City. Engineer, dated
May 25, 1962. After a partial reading it was indicated by Mayor Barnes,
with permission of Council members, that any further reading of this report
would be unnecessary since Council had read it and were familiar with the
matter.
Councilman Towner entered the Chambers at 7853 p.m.
Councilman Heath questioned as to whether these changes have been made in
the plans and specifications,` whether we accept plans and specifications
changels as they are and the City Manager indicated that was correct and
authorizes an additional $2, 365. 00. Councilman Heath again questioned as
• to that taken care of in these approved plans and specifications and the City
Manager indicated, that is correct.
Motion by Councilman Heath, seconded by Councilman Snyder, and carried
that plans and specifications for street improvements, Precise Plan No. 228,
Broadway -Hale Stores, Project C-163, be approved and authorization given
for. City. Engineer to call for bids, subject to approval of the State Division of
Highways.

Councilman Heath raised the question of this being on State property and the
City Manager indicated it is across the street from the project just previously
approved. It is the westerly side and it would seem that the conversation
was about the easterly side, The easterly side we purchased.
Councilman Heath said he still felt this is State property and that we were
admitting it by asking the State for encroachment permit.
Mr. Dosh and Mr. Aiass-a then indicated to Councilman Heath that it is a
little pad only that is being talked about and indicated on a map where the
pad control would be. Mr. Aiassa, then stated that he felt that he Tcnew.-

what Councilman Heath might be suggesting in that we might attempt to obtain
some State participation and that it something we already have in .mind but it
is necessary to have authorization, at .least, to negotiate the encroachment matter
with the State.
Councilman Towner referred to the previous matter approved on the Agenda
and stated that he understood we were going to award this to Sully -Miller on
informal bid and Mr. Aiassa indicated that they do have the prime contract
for the Broadway and are doing the major construction work and normally on
such similar situation we would invite the prime contractor to submit an in-
formal bid on the work, which are re -submitted to City Council.
Motion by, Councilman Heath, seconded by Councilman Snyder, and carried,
that plans and specifications for the installation of traffic signals and highway
safety lighting, Project C-173, be approved and authorization given for the
City Engineer to call for bids subject to receipt of encroachment permit from
State Division of Highways.

Roger Roelle Hearing closed March 12, 1962. Held over
HELD OVER TO. 6/.1.1/62 from meeting of May 14 at request of the
applicant.
The question arose as to why it was held over and it was indicated that a re-
port had been requested from the Planning Commission,
The Deputy City Clerk read the report of the Commission and then .indicated
that the requests had been denied by the Planning Commission and it had been
appealed to Council. Hearing was set and held and then closed and referred
to the Commission for report. This report would have been presented at the
previous regular meeting of Council, but .because :the applicant requested it be
held over the request had been honored and the report read tonight.
It was further indicated in discussion that there had been no one present at
the hearings or discussions representing the applicant, nor the applicant hi.m-
s elf.
The question was raised as to how many parking spaces were required under
the code. Mr. Joseph stated that the proposal originally presented by Mr.
Roelle showing office space and commercial floor space required 278 spaces
under the code, If entire property were to be used for office space and no
commercial then 183 spaces are required. The applicant presented 84 stalls
and the Planning Department study plan increased this to 92 stalls. If this
amount of floor area for two stories were used for all offices, there would
be shy about half the amount of stalls required by code, using the Department
study plan rather than Roel.le's plane
Mayor Barnes was of the opinion as to there being a joint use agreement
at the present time for all this property in the rear of those buildings, but
after further discussion he felt satisfied that evidently it doesn't cover this
particular parcel.

compatible development of architectural overlay. I feel sure the developer,
if the need ever does arise for additional parking over what he anticpates at
present, will find a way to provide for it even going to two-story pallcing if
necessarI think that this is a piece of property hanging fire a .long enough
time and that it is time we do something about it. With this in mind I would
like to make the following motion.
Mayor Barnes: Before making a motion I think, at .least
for myself, that we do want to keep a .little
closer to our parking requirement. You
say this gentlemen might go to two-story parking which might be well and
good, but I do not believe that he has committed himself to any such thing
in person.
Council man Jett: I stated that I felt reasonably sure that
he would.
Councilman Towner: I understand this is application for variance
and I have heard no testimony here tonight
and apparently none has been given at any
prior time to justify the request. Was there testimony given at prior hearing?
To my recollection we had no one appearing at the hearing.
Mayor Barnes: We had no appearances from anyone on
this.
Councilman Snyder I do not know what type or kind of offices
are, to be in this building and how much
they will attract, but my offices are very
near the Motor Vehicle Department offices and they comply with our code,
but even with this there is a problem of parking and if this is not required
to comply with our parking, the price will have to be paid by parking spill-
ing over to other useage in the area.
Councilman Jett: He proposed to build exactly the same
building only just flop it over at the
other side of ingress and egress street
that he has received a building permit to build. He is going to duplicate
this building across the driveway so then two will be facing each other and
the thinking is to have the landscaping between the two of them to establish
a sort of a court arrangement. This something that I think should have a
. lot of consideration rather than sell to someone who ;;.will come in with one-
story arrangement and you will have a small one-story type stores there,
if you insist on this amount of parking.
Councilman Snyder: But if you put this in at the expense of
parking, customers and employees will be
.parking on neighboring parcels which in-
clude street and court and this is asking too much of a compromise. I have

with this sort of
thing in the City and while
parking res-

Councilman Jett: I do not know why there is no one present,
it was my understanding there would be
and Mr. Hathcock. also. Mr. Hathcock
stated that if this plan would not go through, he would substantially build
the same type of building for the same uses. There is going to be a demand
for office space if we get the court.
Councilman Snyder:

Mayor Barnes-, In our repPrt that we received it was
indicated that possibly this was not
separated. Is this true or isn't it?
Mr. Williams-, I think that no map or lot split was
filed, but as I understand it since last
Friday afternoon there was an actual
sale by Saunders to Jacobs on a portion of this property. Until a map is
filed,- technically so far as the City is concerned, it remains a single parcel
of property. I think it may be conceivable that filing of.. a map is the only
thing that would be required, no further process would be required although
this I am not certain of because I am not certain of the exact acreage or
improvement conditions there. Both the subdivision map act and our ordi-
nance, al -though that is not too. clear, grant exception:'from requirements
save if parcel is acre or more but there must be a map filed showing this
division but this hasn't been done and until it is done the parcel remains a
single parcel.
Councilman Heath-, Was there a map filed with the City
Engineer today?
Mr. Loyd: There was no map filed. A tentative
map has been drawn up but I found
out at 5.30 today that no map was
filed. It can be made up but it has not .been filed.
Councilman Heath-, There seems to be problems here and
a lot is on plain tebhnicalities as our
City Attorney will verify. Basically
what we have is that a man bought property and wants to put homes on it.
He bought this land from Saunders and took title to it through escrow. It
is a hairbreath under an acre and as explained, if under an acre the only
thing to do is to filec a record of survey map which would probably be the
map they use in escrow procedures. If this map is filed it might be all
that would be necessary.
Mr. Williams-. Any parcel or parcels divided into lots
or parcels in the area of acre or more
a tentative map is submitted to the
governing body and approved by it so if you consider this an acre or more
all that would be before you, speaking of original division into two parcels,

would be to approve drainage provisions and lot design. In that map there
is no particular lot design or street provisions so if before you for approval
the map with drainage provisions would be all that would be necessary to be
provided.
Councilman Heath: Does this mean if this parcel that was
shown was over an acre and split off
from five acre tract it would or would
not.7�ave a hearing?
Mr, � Williams: No hearing but file a map to come before
you to make findings on these things and
if you accept map that is 'al.l that is
necessary then so far as City it becomes two parcels then the next step is
those two parcels into three parcels proposed, But it is not sure if there

Councilman Heath: If this parcel purchased by Mr. Jacobs
and separate from the Saunders pro-
perty goes through escrow with proper
maps filed the course of Sunset Hill Drive has no bearing on this particular
parcel because it is not related.
Mr, Williams-. If once they get original division approved
of two lots I doubt if it involves Sunset
Hill if over an acre, but then when there
is a request to divide further along Virginia into three lots, then I think we
are not concerned with"'.the course of Sunset Hill Drive,
Mayor Barnes-. It seems there are two steps they should
have taken -,but they skipped the first
step and went to the second before record
of survey for the parcel of land they were buying from Saunders then after
• that they filed tentative tract map for three parcels.
Mr, Williams: Apparently the violation may consist only
of failure to file maps if two parcels of
acre or more. If one is .less than acre
there is..:no compliance to file lot split.

Councilman Heath-, I spoke with Mr. Loyd today and he
stated that Mr. Jacobs is getting another
deed to include the area now marked drive-
way, three parcels plus area marked driveway andtthis would bring the pro-
perty over an acre and as soon as he gets that deed complete he could then
file a mape with the City Engineer. 10 would think, if he is getting this deed
as he states, and that he has overlooked some steps here and presenting new
evidence to us this should be referred back to the Planning Commission where
he can present a deed of over an acre and record map to City Engineer and
let Commission see it again.
Mr. Williams-, He would also possibly want to revise
this maps You would be adding the
30 feet to one or more,
Mayor Barnes- What effect does it have on the lot con-
taining the easement? The area might
be right but what about the actual lot
size with easement across one of the lots?
• Mr, Williams-, So far as we are concerned, we can just
treat it as a lot.
Councilman Heath-, I think we should refer this back to the
Commission and let the buyer bring in
the deed for the 30-foot strip and record
map with City Engineer.

Planning Commission, with permission of the applicant, to be acted upon
at their next. regularmeeting meeting and return to the Council with recommendations.
Mayor Barnes called a recess. Council reconvened at 9-,05 p.m.
Mayor Barnes-, Before we go on with the agenda items,
Mr. Blalock is here this evening from
Forest Lawn and he has requested about
• three minutes of Council time and with Council°s permission we can permit
him to speak at this time,
Mr. Blalock-, Several weeks ago Council indicated to
the residents of the Covina Highlands
that they would be given to the 8th of
June to project a petition for annexation. Insofar as we have been able
to .learn nothing has been done toward that annexation and manifestly now

now it is impossible to complete preliminaries by the 8th of June. Under
the circumstances I am wondering whether Council would be willing to
adjourn this meeting, to a date certain and to invite the City Planning Com-
mission to meet with you and with us for just a. general __discus.sion with-
out taking affirmative action by exploring various possibilities annexing
Covina Ranch and zoning in which we are.interested.
There are many problems involved in this matter occasioned by the law
suits and annexations on the book and in the Courts on appeal. It is our
desire to strike these difficulties off the board and bring the whole pro-
perty into the City. If we can get together on some sort of solution of
our problems which are somewhat mutual and we feel we do have a pro-
posal to offer to the best interest of the City and to ourselves as the
property owners.
We have received some indications from a member of the Board of the
property owners of Covina Highlands, Mr. Gount, indicating that if perhaps
we could reach an agreement setting up some sort of zone and insuring
that if a cemetery zone was granted in the northeast section of our pro-
perty it would never be enlarged from the original granting and then per-
haps we could resolve difficulties with residents in the Covina Highlands.
• We have proposed to them an agreement to establish a mutual covenant in
which they would agree never to put a cemetery on their land or that we
never put a cemetery beyond the northeast corner of ourpproperty and I
think it is legal and binding. A mutual covenant is mutually binding and
could be enforced and it may solve many difficulties.
Perhaps you would adjourn to next Monday night and also have the members
or your Planning Commission present and at that time we would be pre-
pared to present to you what we would like to have and what we think
could be worked out and to talk over our problems.
We realize we are going to take part of this on faith and that you are
also, but we are acting in good faith as evidenced by dismissal of opposi-
tion to 170 last time we met and we would like this opportunity of sitting
down with City authorities.
Mayor Barnes-. Maybe we both have different informa-
tion, but over this past week -end I
received calls from people in the High-
lands indicating the petition is moving along very well. It is almost
completed,
Mr. Blalock-. They can't file a petition yet, they
haven't your permission and they
haven't come through the Planning
Commission. There is no legal petition filed or signed until three things
are done-. get your permission and Planning -.Commission's, advertise in
newspaper, and get Boundary Commission report before they can even
circulate this petition.

• Councilman Heath-. It would seem to indicate in the Minutes
that they have until June 8th within
which time to come up with a firm
petition for annextion. "A firm petition", does this mean it is just pre-
sented to us or must they do everything else as has..been indicated? May-
be there has been misunderstanding .here,
Mr. Williams, Petition for annexation is a step in
inhabited annexation, but before circu-
lating it, there is publication of notice
of intention to circulate and then a wait of 21 days. I recall that is how
the time was computed and the time was set far enough away to permit
the preliminary steps to be taken without which they cannot present a
petition for annexation.
Councilman Heath asked "isn't the first paper drawn up a petition?" Mr.
Williams stated that it-'ISin uninhabited area, but not in inhabited area.
Councilman Heath then asked, "a petition then is a paper sent in after
advertisement in the newspaper?" Mr. Williams indicated in' the affirm-
ative.
Mr. Williams then stated the actual steps that may be taken in regard to
such a petition, legally, and councilman Snyder questioned as to how did
they fail to know this when they indicated they had their own legal counsel
which one would presume would know and advise them on this matter,
although to him, Councilman Snyder stated, a firm petition would mean a
legally completed document.
Mayor Barnes stated this would seem to be true, but he felt that what
had been asked in actuality was a petition of intent to come into the City

Councilman To felt indications were given relative to the date of
June 8 in order to file a valid_ petition since it had been noted this
matter was coming before Council at their meeting of June 11. He, too
felt that although this whole thing may not have been completely under-
stood, they had indicated their own Counsel who should or would give
them the proper advise in such matter.
Councilman Heath, however, stated that he was sure this was not con-
veyed properly,. then, by himself or Mayor Barnes in that they should
only give their indications by June 8 and`that such indication was wanted
in the form of petition by . Council,, and that perhaps there had been
Snegligence or lack of clarification as to what must be done as to proper
steps before it could be done. It had been thought that all that was
wanted at that time was a solid and bonafide document of their good
intentions and no ,more of this oral statements but actual written notice
of their sincerity and which was to be followed through,

The City Attorney indicated that the case referred to is not terminated
until the resolution denying or granting a case is adopted. There is a
resolution to be presented denying this request for a zone change, but if
something is done before its adoption, jurisdiction isstill with Council.

Mr. Ells: No. No one appeared,
Coumcilman Heath: Do you feel there has been discrimina-
tion? I presume you want this property
for a gas station, but directly across
the street a gas station has folded up.
Mr. Ells: I think that the planning, in spite of
whether business has done well or
folded up, the planning is inconsistent
with the area.
Mayor Barnes: An application for C-1 can't have that
use in it without a use permit.
Councilman Heath: I was one of the people who insisted
this be held over again and again until
this other property was resolved or
disposed of and then on the other corner I granted applicant a gas sta-
tion and this was somewhat discriminatory but since we granted that
gas station a gas station on the opposite corner folded up. In the past
week, however, I have noticed four Associated Stations that have gone
under, and this was one of them.
Councilman Jett: I am familiar with that corner and in
the middle of Glendora Avenue and on
the side is this Weir Box extending out
there. There is question of improvements of Merced Avenue in addition
to this corner property and there is considerable street improvement
that is unfinished. I presume you own all that property?

Glendora and Merced in that area still unimproved?
Mr. Ell s% I can't answer that for the applicant, but
there are two applications involved, but
if precise plan was filed on those and
development took place, I assume improvements would go in at that time.
Councilman Jett: I am concerned with acquiring a complete
street from eastern to western portions,
across the City.
Mr, Williams: You can°t..place those. conditions on zoning
but on a precise plan. If all the zoning
goes through you expect to file a precise
plan immediately and in that connection put in street improvements?
Mr. Ells- That is correct.
Discussion was held on whether this matter was held up because it was
felt it would be desirous to wait until the general plan was further along
to see what was or might be indicated here and the applicant consented to
the request of Council. However, Councilman Towner felt that the merits
of the case was also being argued here and actually this is only something
procedural before Council at this time.
Mayor Barnes indicated that what was granted property on the opposite
side of street with filling station was buffered with R-P and R-1 and_'
this too -has R-P and R-1 buffering and was one of the reasons that he
felt and still feels that the application here was justified for 1BC" zoning
in comparison to that property directly across the street.
Councilman Towner stated that he felt this was still not good zoning here
_b-ecause >of' ekisling ..hmnes whereas they are not existing as su-ch across
the street.
Mayor Barnes: On February 13, 1962•, Page 11, the
Minutes indicated a motion by Council-
man Towner, with a second by

• WALNUT -MERGED PARK Request of Edgewood Ball League regard-
CONC.ESSION..STAND ing the removal of. -the presently existing
stand at this site and placing another
building upon it, as a permanent structure. It meets the code in all aspects
but in referral to the Recreation and Parks Commission it was .felt it would
be better to leave the preserit stand here for this ball season and:then consi-
der the building of a concrete block structure similar to what other ball
fields in the City have. They felt the proposed structure to be moved here
to replace the present one is not durable and would present more of a
problem in the future and would not fit in with the rest rooms contemplated
with this site.
The estimated cost of $400.00 for moving this structure to this site would
seem, as indicated, a conservative estimate and in all probability be more
costly than the figure would indicate.
Mr. Aiassa read the motion of Commissioner Witcher and the second by
Commissioner Johnson of the Recreation and Parks Commission which
stated that the Edgewood Ball Park keep its present concession stand for
the remainder of 1961 ball season and after that time consideration be given
to building a more compatible concrete type concession stand similar to that
approved for other ball park areas.
Since it had been indicated by the League there were .little or no funds
available for concrete structure as suggested it was felt there might be
a hardship case here and that perhaps they should be permitted to have
this proposed building, and it does meet the code requirements, for pos-
sibly a limited time, about two,or three years, until they can build a con-
crete building. However, it was further indicated that there is a cost of
$400.00 involved here anyway, and probably even more since it has been
stated this is undoubtedly a conservative estimate and if it does go to that
there would still be .a _financial``�problem.
Motion by Councilman Towner, seconded by Councilman Snyder and carried,
that the matter of the concession stand at' Walnut -Merced be held over for
further information from the Edgewood Baseball League as to their finan-
cial ability to complete the more desirable concrete block building in lieu
of this

In the discussion on banners in general, it was also indicated as to the
possibility of who puts these up. Perhaps the City can do so for a fee
and --this would be greater assurance they are .placed correctly and less
hazard.
LIQUOR LICENSE PROTEST Motion by Councilman Heath, seconded

that the City write an informal .letter
to the ABC to the effect that we protest the issuance of an On Sale
liquor license at 2009 West Pacific Avenue, West Covina, for the follow-
ing reasons:
1. This is a residential area.
2. Study by our Planning Director indicates that we would have
insufficient parking stalls in the development to accommodate
this usage according to City requirements.
Mr. Joseph was asked to check on the possibility of insufficient parking
here, which he indicated might. be the case of this particular use here.

from May 29 to June 29 at a price of $1.25 and we will use our own distri-

It appeared that the majority of Council were of the opinion that the
schoo.l.s should not have been intimidated or appeared'xao have chosen sides
in the matter of flyer distribution to the children since this is a matter
between management and labor, but that the- theater has offered a wonder-
ful opportunity for the children and that if the individual parent did not
desire to accept this because of their own reasons it would be up to them
and not the school seeming to take sides one way or the other.

Mayor Barnes indicated a similar document from Bell Gardens and that
this, City is on record as against commercialized poker.
Mr. Aiassa indicated tha possibility of all the other cities in this Valley
getting to..g.ether .on ones basic resolution instead each one attempting to
adopt a resolution and check this out completely.
At a question by Councilman Towner, Mr. Williams indicated that we
could initiate this and then went on to a discussion regarding a&art.::

are against draw poker, but possible infringement of local jurisdiction relative
to County ordinance.
Councilman Snyder spoke of the possibility of a report from the League to
indicate this could be an infringment on local jurisdiction.
The matter was tabled and filed with consent of Council.
REQUEST .FOR TEMPORARY Eastland Businessmen's Association for

that request for temporary use permit be granted, subject to staff review

REQUEST FOR TEMPORARY 9th Annual Car Race
. USE .PERMIT Youth Safety Run
APPROVED
Motion by Councilman Heath, seconded by Councilman Snyder, and carried,
that the Police '_`Advisory Council for car clubs and the West Covina
Chamber of Commerce be given permission to stage their annual Youth
Safety Run starting and finishing in West Covina and also be given per-
mission to place banner signs on the present West Covina Plaza signs
June 5 through June 30, 1962, and further this be subject to approval of
the City staff Safety Committee.
The City Manager indicated that the size of the banner should be submitted
to the City Clerk.
REMINDER: Invitation to attend dedication of Ontario
Airport's new facilities on May 29th
at 2:00 p. m.

COUNCIL -REPORTS
Councilman Snyder: The City of Covina and Baldwin Park
have been given tentative approval for
basement shelter beneath .their hospitals
and Mr. _Preston feels sure this will go. Sometime ago we received a
letter requesting that this matter be presented to our Council for consi-
deration and as a matter of courtesy I feel we should hear them on this.

It is being presented by Mr. Eaton through Area D, but he is doing it for
the hospitals. The point is they are only asking for a resolution support-
ing. them or not supporting them, and as a matter of courtesy we should
hear them as we requested the same thing from them on the matter of the
Court.
I believe they wanted to tell us of their plans and then seek approval of
Council. I do not believe we ever acknowledged this letter, or it never
came before Council.
Mr. Aiassa had no recollection of this, but indicated that a check would be
made in regard to this letter on this matter, and what if anything had been
don e .
Councilman Snyder also indicated there had been a note from Cleo Boschoff
on this, but beyond that he did not know what had taken place.
Councilman Heath,. Mayor Barnes, Councilman Jett and my-
self went to Alhambra last week and sat
in at the meeting of the water district
and heard the report of where they stand right now. It has become more
evident every day that we are going to have to move one way or the other.
The San Gabriel Water District has written a letter to the Upper San Gabriel
Valley Water District stating they would .like to sit down and talk this
situation over . I have talked to Mr. Clemenson to ask if we can sit in
and possibly speak at that meeting to discuss problems, the possible stand
we should take and see if we can't unite into one common cause, even to
the extent of having two districts remain or the consolidation of two dis-
tricts, or working —out where we will go for- supplemental. water.
This meeting will take place June 12 and a report will come back after
that date as to possibly the way we might go.
Mayor Barnes,. I was approached with the idea that West
Covina, with its present evaluation if
approved, the San Gabriel Valley Water
District would have representation from our .area. We s*,ould`do some-
thing to indicate our feelings as to the district, and where we feel we
should get supplemental water.
It was indicated by two engineering firms, it would be more feasible for
• us and the two districts to bring water in from the Feather River then
bring it iri';by Metropolitan by approximately 35 million dollars. Anyone
who joins Metropolitan Water has to pay back assessments from the time
the water district formed because it is unfair to other cities that paid
taxes over the years.
Mr. Williams,. The engineering report commented that

water was entered into, then it was decided to join the MWD. The MWD
would (get?) give credit for assignment of contract to them if you joined
them. Therefore, you would avoid back taxes to MYM This might enable
you to possibly join MWD without paying back taxes
Mayor Barnes-, Feather River water is snow and rain
water and is better grade of . water than
the Colorado River water. These are
important things to consider.
Councilman Heath-, Parks and Recreation has recommended
an accepted tree listing and wants us to
approve it but we can hold that off until
next week.
Councilman Heath asked about progress relative to air raid warning sirens
and Mr. Aiassa indicated it is a malter of site location or rather the ac-
quisition of them, plus the fact we haven't the order for them completed
yet. We recently recieived Federal Government approval regarding match-
ing funds
• Councilman Heath asked why we are paying the La Puente Waste Disposal.
Company a certain amount o Mr. Aiassa indicated it was for use of
dump site,
Mayor Barnes indicated the dedication to take place on June 17 of the
Orangewood Park on the lights and that we should get behind them to help
them all we can, but he did state that the City is paying for the light
energy for the first five years.
KTTV on June 3 will run a program for all the congressional candidates
running for office.
Reports on . meeting ''with Chamber of Commerce on the budget which is
felt to be important to get to because this matter is coming up pretty
quickly for the City.

There was discussion, (as I understood it) brought forward by Councilman
Heath that Council adjourn to a somewhat earlier time on .June 4 in the
. Council Chambers for some discussion with the .people of Covina Highlands
or about said matter, relative to the annexation petition. . Council as a
whole were in agreement, but Councilman Towner and Snyder felt they
wanted it made clear this would b only discussion and nothing in the way
of decision or possible decission reached during this time.
Motion by Councilman Heath, seconded by Councilman Jett and carried,
that the meeting be adjournedt to Monday, June 4, 1962 at 7-,00 p.m., in
the City of West Covina Council Chambers
