May 21, 1962
The meeting was called to order by Mayor Barnes at 9:45 p.m. The
Pledge .of Allegiance was led by Councilman Jett.

WITH IMPROVEMENTS ON
BADILLO STREET, WEST OF
LARK ELLEN AVENUE
The City Manager read the following report.e.d.__dated May.21, 1962 , and
requested that.,fhe letter to Minneapolis —Honeywell from Dr. Snyder
dated May 18, 1962, be spread in full upon the minutes.

Mr. Stan Seeds, Representative. and Manager of Administration
Necessary Improvements:
1) Badillo Street:
a) 761 pavement (801 from curb to 'gutter)
Staff recommends 381.. paving from Vincent Avenue to
Lark Ellen Avenue. This will provide complete
street improvements in front of the plant for the
full 1, 460 foot length (381 :wide)-.
b) Approximate cost which includes the intersection
of Vincent Avenue and remcwal-of an old
bridge: $42, 000. 00
c) An additional sum . is needed to provide
drainage from the westerly property line
to the existing storm drain in ,Badillo
Street where the curb and gutter
terminates: $2, 000. 00

The proposition offered by Minneapolis -Honeywell is that they will
put in the curb.and gutter, $9, 200. 00 and they want the City to
put in the street lights and sewers,, approximate cost $3, 500. 00.
II) San Bernardino Road.,
The City staff will work with the :County to get them to pay
for the existing pavement to the new curb and gutter line,
The Staff will also try to get their help -,'..in removing the ex-
isting eucalyptus trees for the new street ali.gnmenf. This
is important because there will b.e the front face of the plant
facing this street.
III) City Manager Comments -
I believe that the street improvementswould not cause too
big a problem for the Council to -substantiate its prior
policy on street improvements beeau.se in the future we may
seek County participation for the completion of Badillo Street.
I believe that the County and City will meet and discuss
joint participation of Badillo Street improvement.

There is a need for an approximately $1,00, 000 storm drain
which is the reason we suggest to only improve the north
half of Badillo leaving the south half for future storm drain
extension and preventing the destroying -of an improved street..
Two_thang_s._.the .City, ,Council has to determine. They have
never participated in street lighting .except at intersections
and crucial traffic hazard areas so you will be breaking a
policy standard if you participate in this- street lighting:
The sewer extension is something only the City Council can
decide on. This will be benefiting only Minneapolis -Honeywell
and there will be no other person connecting to this sewer line.
IV) In Summary-.
The Council will be making the following decisions-.
1) Street participation in total estimated

This is an acknowledgement of your letter of May 11, 1962,
addressed to Mr. Harold Joseph, our Planning Director,
pertaining to the inquiry whether or not the City of West
Covina would participate in the iyproveynents on San Ber-
nardino Road and Badillo Street,
At an adjourned meeting on May 17, the City Council
authorized me, the writer of this letter, to offer the follow-
ing recommendations-.

• A) The City would look favorably --in• reviewing any
sound proposal of financial participation on basic
improvements such as streets, sewers, 'storm
drains, etc.
But before we can determine the extent of this participation we
will need a written proposal from your firm as to the extent of
participation and the amount. May I suggest that your engineering
staff provide us with a summary breakdoWn as to what you may
feel is a fair share of participatiom,
The City Council has expressed sincere interest and cooperation
in assisting your firm to establish itself in the City of West Covina.
We express our most sincere interest in your company to encourage
industries of your type as an important part of our fast growing
community.

• Motion by Councilman Heath, seconded by Councilman Towner and carried
that the Public Works Report by Mr. Dosh to the City Manager dated May 14,
1962, be accepted, and that the Report of 'the City Manager dated May 21, 1962,
and Councilman Snyder's letter of May 14, 1962, be accepted and spread in
full on the minutes.
After considerable discussion on the variou-s aslaects of the offsite improve-
ments for the development of the Minneapolis -Honeywell Regulator Company's
new plant, the City Manager mentioned that when their representative, Mr.
Stanley Seeds, made their first offer, they wanted all improvements put in
at the cost of the City. At today's meeting at the City Manager's office,
the Staff after about 3 1/2 hours of Discussion finally arrived at this conclusion.
Mr. Stanley Seeds, representative of Minneapolis -Honeywell was willing to
obligate his firm for $9200.00 for curbs and gutters on Badillo Street and
San Bernardino Road. The City would install 38 feet of pavement from
Lark Ellen to Vincent Avenues on Badillo Street, and the City would seek
County particiLagttion. Estimated cost for -the paving was $42, 000. 00 plus
approximately $2000.00 for drainage. correction on west side of property
to storm drain --total $44, 000. 00. We didn't settle sewers to property
line for $1500.00 to $2000.00 and street lights, 13 in number, at $115.00
each, or approximately $1500. 00. It wad.. suggested that the property own-
ers selling the property pay for the sewers -and street lights at an estim-
ated cost of $3500. 00. ( Will work with -the iproperty owners on the $3500.
Motion by Councilman Towner, seconded ;by Councilman Snyder, that the
City would improve the street requirement of 38 feet from Lark Ellen
Avenue to Vincent Avenue on Badillo Street at an estimated cost of $42,000.00
plus $2000.00 for the storm water correction as outlined in Staff Report;
curbs and gutters and 5 feet sidewalks along Badillo Street at an estimated

cost of $9200.00 to be installed by Minneapolis-ioneywell Company; and
in the event other parties do not participate in sewers and street lights
that the City would participate in this exp=ens-e. Motion passed in roll.

The City Manager was directed to prepare a written agreement between
Minneapolis -Honeywell Company and the City of West Covina and property
owners pertaining to street improvements, curbs and gutters, and street
lights, sewers and storm drains and submit same to City Council for
approval.
Councilman Snyder commented thatlin view of the fact that the time element
is --very critical that Mr. Seeds work very closely with the City staff in order
to work out any problems or questions so as not to cause any unnecessary
delay, as this will come up before the Planning Commission in a couple of
week-:s .

ZaU:NCIL REPORTS
Councilman Heath brought up the subject of the heliport site, City Manager
advised that a possibility of another site nea-r the freeway was being checked
out.
Councilman Towner read the following letter from Mr. Fleming, dated May 17,
1962, regarding the Superior Court East Branch Site.

In accordance with your request forF.an opportunity to present new
matters to the Committee relating W the courthouse selection in the
East District, we have scheduled a supplemental hearing for 4.30 PoMo,
June 11, 1962. The hearing will be in Department 12 of the Court-
house Building, Each side will be.given 45 minutes to present any
new matters it desires. As with the first hearing, the time of each
side will be under the control of the applicant. You should arrange
• between yourselves which side should. go first.
The Committee realizes that each party is capable of organizing a
mass demonstration at the hearing. We do not, however, find this
to be persuasive or of any value to us in performing our duties, and
I have been asked by other members of thye Committee to advise both
parties to this effect.

Councilman Towner stated that he felt it was verr fortunate to have succeeded
in getting this supplemental hearing on the matter,

Mayor Barnes said that Mr. Aissa and the staff and personnel should be
commended for the excellent open house held on May 17th. He said he hail
received numerous phone calls and comments cornplimenting the City on a
nice affair.
Motion by Councilman Jett, seconded by Coundilman Heath and carried to
adjourn at 10030 P.M.
