CITY OF WEST COVINA, CALIFORNIA.
April 17, 1962
The meeting was called to order by Mayor Heath at 8:00 p.m. in the
West Covina. City Hallo Councilman Adams led the Pledge of Allegiance
with the invocation being given by Councilman Towner.

Others Present.- Mr, George Aiassa, City Manager
Mr. Robert Flotten, City Clerk
Mr, Harold Joseph, Planning Director
Mr. Thomas Dosh, Public Services Director
Mr. Harry Williams, City Attorney (from 8:45 p.m.)
CANVASS RESULTS OF MUNICIPAL
ELECTION HELD APRIL 10, 1962
Mayor.Heath: This is the time and place for the
canva§e of the results of the Muni-
cipal Election held on April 10, 1962.
I will appoint two teams.- Councilmen Snyder and Barnes are one team;
Councilmen Towner and Adams are the other team,
Mr. Flotten-, We have 46 precincts. We will split
them between the two teams. The
procedure is to open the No. 2 en-
velope and check the total shown in each tally book with the total
shown on the report from the inspector for each precinct.
The envelopes were checked by the Councilmen,
Mayor Heath: With the exception of one, they
all check out.
Mr, Flotten: The error took place in Precinct
No, 40, one additonal vote for
Mr, Adams.
RESOLUTION NO, 2357 The City Clerk presented-,
ADOPTED "A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF WEST COVINA:RECITING
THE FACT OF THE GENERAL MUNICIPAL
ELECTION HELD IN SAID CITY ON THE
10TH DAY OF APRIL, 1962, DECLARING,
BY PRECINCTS IN THE WHOLE OF SAID
CITY, THE RESULT OF SAID ELECTION
AND THE DECLARING THE RESULT OF
THE VOTE OF SAID ELECTION AND THE
RESULT OF THE CANVASS OF THE VOTES
CAST AT SAID ELECTION"
Mayor Heath: Hearing no objections, we will waive
further reading of the body of the
resolution.
Motion by Councilman Barnes, seconded by Councilman Towner, that said
resolution be adopted. Motion passed on roll call as follows:

ADMINISTRATION OF OATH OF OFFICE
AND PRESENTATION OF CERTIFICATES
City Clerk, Mr, Flotten, administered the Oath of Office to Robert
Na Heath and Artie R. Jett and presented them with Certificates of
Election,
SEAT NEW COUNCILMEN
Mayor Heath- At this time I believe it would
be the right and fitting thing
to install the new member. Mr.
Jett, would you care to come to
the rostrum?
Mr. Adams, on behalf of the Council,
we are sorry to see you go. We think you have done a very remarkable
job. You have spent about nine months in the service of the City and
you have done a very fine job. I hope that in the future we can call
on you for further civic work because you have definitely demonstrated
in the time that you have been with us that you have an interest in
the City and have the qualification to serve the City in other capaci-
ties.
Mr, Adams: Thank you,
Mayor Heath: Artie, on behalf of the Council,
I would like to welcome you. We
work as a group and as a teams
We put in lots of hard hours, long hours, all for the little benefit
we derive from serving the City. I know that you ran for election
and worked hard to receive the vote that elected you to the Council
because you have a certain desire to serve the City and help in every
way that you can. We are glad to have you with use We certainly
welcome you to the team and I know surely that if there is anything
any of us can do to help you, to show you the way we operate and so
forth, we would be mare than glad to do it,

BARBER SHOP HARMONY WEEK
APRIL 22 TO THE 28TH
Thank you very much.
Mayor Heath: Before we get into the election
of Mayor, I would like to perform
one more duty, my last duty as :.
Mayor,: I would like to, with the Council°s permission, proclaim
April 22 to the 28th as Barber Shop_Harmony Week in West Covina in
observance of the Far Western District Conference that is being held
at this time. This society is the & P.E.B.S.Q.S.A., the Society for
the Preservation and Encouragement of Barber Shop Quartets Singing
in Americas I so proclaim.

MAYOR'S STATEMENT
• Mayor Heath:. Mr, Flotten, I would like also to
say this. I would like to express
my thanks, sincere thanks, and I
mean deep sincere thanks, for the cooperation the Council has given
me the past two years that I have served as Mayor. I also want to
extend my thanks to the people of the City for the cooperation that
they have given me and the confidence that they have shown in me by'
the results of the recent election. I have tried to do my job to the
best of my ability and I have enjoyed every minute of it. The next
man who is Mayor is going to have a tough road because our City is
getting larger. It demands a great deal of time.
NOMINATIONS FOR THE
OFFICE OF MAYOR
Mayor Heath: At this time I will declare the
seat of the Mayor vacant,
City Clerk, Mr, Flotten: For the purposes of this election,
all Councilmen are equal and have
the same rights in nominations.
The next order of business is the
election of a Mayor. The meeting is open for nominations. These
10 nominations do not require a second.
Councilman Snyder: a This is one election that will get
100% turn out,
Councilmen Towner: I would like to nominate Council-
men Snyder.
Councilman Jett: I would like to nominate Council-
man Barnes.
Motion by Councilman Towner, seconded by Councilman Jett, and car-
ried, that the nominations be closed,
Mr. Flotten: Is it the will of the Council
that the voting be by secret
ballot?
Councilman Barnes: I think it should be.
Mr. Harry Williams, City Attorney, entered the chambers at 8:45 P.M.

Mayor Barnes: I would like to thank all the
Council who have shown confidence
in me by electing me Mayor, As
Mayor Heath said before, there is a lot of work to be done and I think
that it is going to take.a lot of time; however, I feel that I can
impose on the Council to help me out in many efforts, I am honored
and touched by being selected for Mayor. I know what a hard group I
have to follow, Mayor Heath has served two years prior and has done
an excellent job.,-3-

I would prefer to decline the nom-
ination for personal reasons which
I can't go into right now. I would
like to nominate -Councilman Towner,
I decline the nomination..
I would like to nominate'Bob Heath.
I decline the nomination.
I think this is rather an awkward
thing to push off onto Artie and I think that we had better hold this
off, if we can. Can we hold off on this until we discuss it further?
Mr. Flotten:
Yes, you may hold it off; it is
within your province,
Mayor. Barnes: In this case, we will hold off
the election of Mayor Pro Tem for
discussion at a later date. We'
will discuss the Mayor Pro Tem office tomorrow night at our study
session..
There being no further business, Mayor Barnes declared the meeting
adjourned at 8:50 P.M.
