PROJECT C-131-1 LOCATION: 825 South Sunset Avenue; INSTALLATION OF PLUMBING FACILITIES FOR CORPORATION YARD SHOP BUILDING NO. 2 Bids were received as advertised at 10:00 A.M. in the office of the City Clerk February 21, 1962 and referred to the City Engineer for recommendation to the City Council. The }yids received were as follows: James E. Laird Plumbing & Heating Herzig Corporation $157.00 certified check 10% Bid Bond $ 1,570.00 3,362.000 Recommendation is the bid be awarded to James E. Laird Plumbing and Heating in the amount of $1,570.00 as the lowest responsible bidder. Motion by Councilman Barnes, seconded by Councilman Adams, and carried, that the bid on Project C-131-1 be awarded to James E. Laird Plumbing and Heating, in the amount of $1,570.00, as the lowest responsible bidder and that the.bid bond be returned to the unsuccessful bidder. It is felt that a lower bid can be obtained. Motion by Councilman Adams, seconded by Councilman Barnes, and carried, that bids for Project C-131-2 be:rejected and bid bonds be returned to the bidders and further to authorize readvertisement for bids for elec- trical wiring work involved in said Project. .Councilman Snyder entered the Chambers at 8:07 P.M. RADIO COMMUNCIATIONS EQUIPMENT Fire, Police, and Local Govern- ment two-way radio communications . equipment. Bid was received as advertised at 10:00 A.M. in the office of the City Clerk February 21, 1962 and feferred to the Deputy Director of Civil Defense, Mrs. Boschoff, for recommendation to the City Council at this meeting. The bid received was as follows: Motorola Communications & Electronics Total installed cost, including 4% California and local tax 10% Bid Bond $ 5,667.08 Recommendation is the bid be awarded to Motorola Communccations & Electronics in the amount of $5,667.08. Motion by Councilman Adams, seconded by Councilman Barnes, and car- ried...that the bid on Radio Communications Equipment be awarded to Motorola Communications'& Electronics in the amount of $5,667.08. HEARINGS ZONE CHANGE NO. 207 LOCATION: Service Avenue,.between Roger.Roelle Sunset and Richland ' APPROVED Avenues. Request to reclassify from zone R-A to zone C-2 approved by Planning Commission Resolution No. 1159. City Clerk, Mr. Flotten, read Planning Commission Resolution No. 1159. Notice of this hearing appeared in the West Covina Tribune on February 15, 1962. ZONE CHANGE NO. 197 LOCATION: Southwest corner of Sunset Manor Company Glendora Avenue and HELD OVER Merced Avenue, between Glendora Avenue and Sandyhook Street Request to reclassify from zone R-A to zone C-1 denied by Planning Commission Resolution No. 1102. Appealed by applicant on September 21, 1961. Held over from October 9, 1961, at applicant's request, to January 8, 1962, and then to February 13, 1962. Hearing.held on February 13th.resulted in:tteyvote and no action taken. Held over until February 26, 1962. Mayor Heath: I believe at the last meeting there was a suggestion made to hold this over until the master plan was. -complete. However, there were some opinions that this should be brought up this week and disposed of. It can be held over further if we so see fit. It is my firm opinion that before we can fairly judge the piece of property, we should see what the master plan says inasmuch as there is a possibility that there may be more commercial in the area. Councilman Barnes: I feel very much like you do and I do think that this has a higher use than R-1 because I don't feel that you can have R-1 use at the corner of two major streets. I feel that it would be an advantage to the applicant to hold this over and find out what comes out of the general plan study. Councilman Snyder: I think I indicated at the last meeting that we had held this over at the request of the appli- cant until we could get some indications from the general plan, which I feel we have now. 1 personally think we have enough indication from the general plan to allow us to make an intelligent decision on this problem. I would like to ask Mr. Adams if he has had time to go over the Minutes and study the arguments on this problem and if he will be able to vote tonight. Councilman Adams: Planning Director, Mr. Joseph: over until March 12, and Rev. until March 12. I'm ready to vote. I have only one question. Have there been any later developments on the sur- rounding property since the last meeting? I think we have a lot to gain. I have no objection to holding it over if the applicant doesn't object. Would you care for a decision now or would you like to have it held over? Approximately how long will it be? I°m taking a guess. It might be June Mr. Jo C. Ells I'm a ,little afraid of these. 2844 Vanderhoof general planso They sometimes take as much as five years to get settled. If the Council isn't ready to act, it might be better if the two applications on the same ownership.could be considered together. I think they fit in together. I think that the applicant for the corner and the applicant for the property to the west as now presented are very logical in that they apply together, Mayor Heath: City Attorney, Mr, Williams: Would we have to republish this if this came about? No. You wouldn't have to send this back to the Planning Com- mission if it is agreeable to wait until the other matter comes before you. Mayor Heath: What the Planning Commission does with this next piece of property might be influenced by the fact that there is another piece of property here. In other words, if they had the two together, their thinking may be entirely different. City Attorney, Mr. Williams: Councilman Towner: You can tell them you are holding this and ask them to report,what effect the other one will have on it. You don't have to send it back, This looks like a service station corner and I'm sure that's what they probably intend. I am cer- tainly willing to give all reason- able study to it and hold it over. Motion by Councilman Towner, seconded by Councilman Barnes, that Zone Change 191 be held over pending the hearing on the adjoining property to the west (Zone Change 214) now pending before the Planning Commis,= sion and that the two matters be considered together. Ap- proval recommended by Planning Commission Resolution No. 1125e Held over by Council from November. 27, 1961, to December llth, to. December 26th, to January 8, 1962, to January 22nd, to February 13th and'to February 26, 1962. Mayor Heath: City Manager, Mr. Aiassa: Have we heard anything from Mr. McKeel on this? Q". Councilman Snyder: The Planning Commission has a sub- division in that area that they held up pending our approval of this amendment because it has some problems that can only be answered by this amendment as to lot width and so on. Mayor Heath: The hearing was closed. I think we had better make a dis- position of this tonight and not hold up the Planning Commission any further. Motion by Councilman Towner, seconded by Councilman Barnes, and car= rigid, to direct the City Attorney to prepare the ordinance as indica- ted in Proposed Amendment No. 54. RECREATION& PARKS Mayor Heath: City Manager, Mr, Aiassa: Mayor Heath: Councilman Towner: We have a representative here to- night from the Department of Parks and Recreation, Mr —Bill Johnson, The Blue Lily of the Nile and called "The Love Flower" has been proposed as the official flower of the City of West Covina, We will hold this over and take a look at it. I think it is a very attractive flower, but I would like to learn a little bit more about it.. Motion by Councilman Barnes, seconded by Councilman Adams, and car- ried, to hold this matter over until the Council can learn more about the flower, COMMISSION APPOINTMENT To fill the vacancy of Roberta Blood. • C. Ca 2-26-62 Page Nine COMMISSION APPOINTMENT - Continued Mayor Heath; I have contacted the League of Women Voters and their recom- mendation is for Mrs. Allen W. Keith. I have contacted her and Mrs. Keith is very much interested and would like very much to serve. Since we must have a female mem- ber on the Commission, we have'all interviewed Mrs. Keith, Councilman Towner; I'm frankly-., in favor of putting her on there. Councilman Barnes; I think she is a very good choice. Motion by Councilman Towner, seconded by Councilman Barnes, and car- ried, that Mrs. Keith be appointed to the Parks and Recreation Com- mission to serve the uncompleted term of Roberta Blood whose term will run until June 30, 1962. 0 CITY MANAGER'S REPORT YOUTH OFFICIALS DAY April 2, 1962 City Manager, Mr, Aiassa; This is where the students take part. It is sponsored by the West Covina City Employees Association. (Mr. Aiassa read the report.) Motion by Councilman Barnes, seconded by Councilman Towner,, and car- ried, that the program for the Youth Officials Day sponsored by West Covina City Employees Association be approved. ALIGNMENT OF CITRUS, TEMPLE AVENUE AND LEMON AVENUE City Manager, Mr. Aiassa; The Planning Commission made a recommendation of accepting the alignment of Citrus and Temple Avenue and Lemon Avenue as proposed by the Los Angeles County. I think we tabled.it and held it off until you were able to visualize it all in one map and here it is. It does not require Council ap- proval, only Planning Commission approval. The County will have hearings on it and everything before they adopt it. This is a courtesy to us to advise us of any changes to their Highway System, Planning Director, Mr. Joseph; Mayor Heath; City Manager, Mr. Aiassa; If there are any major objections by the City, we should notify them before their hearing which I believe is in March. How does Citrus Avenue line up with this? We approved and recommended to the County that Citrus run a certain route. Only that section that was running through Mr. Garner°s house. That was precise. Motion passed on roll call as follows: Ayes: Councilmen Adams, Towner, Barnes, Snyder, Mayor Heath Noes: None Absent: None Said resolution was given No. 2332. -10- Ll 9 • Co Co 2-26-62 Page Eleven ORDINANCE NO. 733 The City At.tomny presented: ADOPTED "AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA AMENDING CERTAIN PROVISION OF THE WEST COVINA MUNICIPAL CODE RELATING TO THE IN STALLATION OF DOMESTIC WATER AND FIRE PROTECTION FACILITIES" City Attorney, Mr, Williams: The Code formerly allowed commercial or industrial property to be charged for facilities that were already there and which it would use where it had not paid its just share. This did not include residential property. The amendment would enable us to charge residential property also for existing fire facilities and water facilities which they otherwise would have to put in and which either the City put in or someone else put in and we have to reimburse the other party, Motion by Councilman Barnes, seconded by Councilman Towner, and car- ried, to waive reading of the body of the ordinance.` Motion by Councilman Barnes, seconded by Councilman Adams, that said ordinance be adopted. RESOLUTION NO. 2333 The City Attorney presented: ADOPTED "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA DENYING A VARIANCE" (Sanborn Theaters) Councilman Snyder: I think there should be some tech- nical way of not having to do this. I have driven by there twice and that is really an attractive sign. I think perhaps our sign ordinance is a little too strict on this point. Councilman Barnes: in the City to take down their a sign of this type. Councilman Snyder: Mayor Heath: Mayor Heath: I feel the same way. However, I feel that if we are going to ask some of the other merchants signs, we can't very well authorize I agree. There might be a way to distinguish between flashing signs and twinkling decorations. I think there are times when var- iances should be granted. City Attorney, Mr. Williams: We have a letter from the United Vending Machine Company who want permission to solicit in this. City for vending machine locations on behalf of the California Council for Retarded Children. They want to waive fees. It is signed "United Vending Machine Company" which I presume is not a charitable organization. Attached is a letter from the California Council for Retarded Children. I gather that the vending machine company would give some percentage of the proceeds to the retarded organization. This, however, would not exempt them from license nor entitle them to a charitable license. City Clerk, Mr. Flotten: We are now beginning to encounter difficulties with respect to these applications for circuses and such where they purport to be a charitabld organization. They employ circus company or some sort of a show company to put on the.show for them because they say that they get all of the proceeds. That is impossible because these organizations aren't working for nothing. So, I want to put you on notice. I can't go to both of them., I prefer to go to the League meeting. It is in Baldwin Park. Mayor Heath: LEAVE FOR THOMAS DOSH City Manager, Mr. Aiassa: Mayor Heath: SUPERIOR COURT SITE COMMITTEE We'll have Eileen check with the Council on Wednesday to see if there is anyone who can make it on Thursday night. I would like to request the Coun- cil to grant leave of Mr. Dosh to leave the State. His brother, passed away today and he wants to go back for services. Permission granted and on behalf of the Council, may we express our sympathy. Councilman Towner: We had a meeting tonight and repre- sentatives including the seven cities, endorsing the West Covina site. These people adopted a joint resolution petitioning the presiding judge of the Superior Court to permit a hearing before the full panel of all judges of the Superior Court, the purpose of this hearing being to provide the court on the criteria to be used in determining a court site. We hope that the request will be granted. I previously submitted a personal request in this regard. Other requests have come from other people. We feel that the re- commendations recommended by the three -judge committee are not in keeping with the intent of bringing the.court nearer the people to be served. Mrs. Van Dame: Who would one write to? Councilman Snyder: To Mr. Bonelli and the Citizens' • Committee. BARBER SHOPS CLOSED ON SUNDAYS Mrs. Van Dame: Mayor Heath, in regard to the bar- bers, it wan't your intention not to state all the facts as they were brought out the other night. At that meeting a gentleman got up and said one of the reasons that they wanted the barber shops closed on Sunday is that there are no inspectors. -17- 0 0 1� C. Mrs. Van Dame: At the last Planning Commission, Mr. Cooperstein received permis- sion to erect apartments. He is not putting any back doors in these apartments. I think this is a fire hazard. Planning Director, Mr. Joseph: This was passed by the planning Commission with the provision that it should be called to the attention of the Fire Chief and if there was any question at all, the matter would be referred back to the Planning Commission. Councilman Snyder: As a representative of the West Covina League, I was appointed to the Smog Committee.
