02-19-1962 - Regular Meeting - MinutesMINUTES OF ADJOURNED REGULAR MEETING CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA February 19, 1962 • The meeting was called to order by Mayor Heath at 7.45 P.M. in the West Covina City Hallo ROLL CALL Present-, Mayor Heath, Councilmen Adams, Towner, Barnes, Snyder Others Present-, Mr. Robert Flotten, City Clerk Mr. George Aiassa, City Manager Mr. Thomas Dosh, Public Services Director Mayor Heath-, Mr. Aiassa, you have the floor. CITY MANAGER'S REPORTS SUB -FIRE STATION AND LIBRARY Mr, Aiassa stated he had a meeting with Mro Vern Cox who did the ap- praising and also a meeting with our attorney, Mr. Sorenson who estimated the offer of $1.5,000.00 for Mr. Snoddy's property and an answer from them will come in about a week. Mr. Aiassa further stated that.as far as the Allen. -Snell property is concerned, Mr. Cox feels that we had better go to con- demnation because their counter proposal to us is compl,etel.y un- realistic. Mayor Heath-, I object, to going to c;ondemnationo I would definitely be in fav'r.r of at .least trying to settle this by compromise or joint meeting rather - than taking the risk of going into legal, steps o City Manager, Mr. Aiassa-, This is my alternate proposal. Designate one or two councilmen to meet with Mr. Snoddy and Mr. Allen and Snell, and listen to their proposal and go .from there. Councilman Barnes-, If we can get- them to, accept a conditional sale then we are in much better position because they will let us have occupancy of the property right away. Councilman Snyder-, How far apart are we? City Manager, Mr. Aiassa-, Allen and Snell is quite a gap, better than 70% more. If we go any further, it appears we might be making a gift of public finds. We must go -to the Planning Com- mission for zoning for public use. We had to do this because you had to get the condemnation proceedings off the ground. If our negotiations fail, we are still proceeding. Mayor Heath-, I will appoint John Adams to meet with these people and have a general discussion. Maybe by both explaining sides some good can come out of it. -Y- Adj. Co Ca 2-19-62 Page Two STREET LIGHTING REPORT City Manager, Mr. Aiassa: As the Council knows, we have a report that was filed with you 0on 1/15/62 by the staff recom- mending the street lighting of the City. I would like Ito present this map to the Council. This is going to be a four-year lighting project. It states in the report that we are about 587o without street lights. I have drawn up three plans with the Edison Company. They area (a) Cash Plan - the people pay for the lights; (b) the City puts the money up and is reimbursed; and (c) the City provides the money under the 1919 Act and they transfer funds from the Gen- eral Fund and are reimbursed after the districts are developed. If the Council adopts one of these proposals and we find it will be advantageous to put the lighting in, we will wait for the area to develop. There are some areas that are fully developed and do not have lighting, Councilman Barnes: Will this be handled in the same manner as the 1911 Act in sewer districts is handled? Public Services Director, This is not required by law, but Mr. Dosh: we suggest you may wish to in order to determine public interest. City Manager, Aiassa: The three alternate proposals that are submitted, I would like re- viewed and if we get a complete • cash program, then we can use the Plan Ao Plan B is the one that we know certain areas are not going to have 100% participation. Councilman Snyder: Why do you feel that the lighting demand is critical enough to go to Plan Co Why not set up a 5- year program on Plan B? City Manager, Mr. Aiassa: It makes no differenceo This is up to the Council.. This report has-been presented to the rnuncil, Why don't we hold this until our February 26th 'meeting 4nd you, the City Council, will have a chance to review this. I would appreciate re- ceiving any questions so I can bring forth more answers to youo This is a problem that has to be resolved and we might as well, get one of the plans underway. *On a cash plan, $34.00 for installation on lighting per parcel is just an average. Mayor Heath: STREET LIGHTING REPORT SCHOOL LIGHTING REPORT • City Manager, Mr. Aiassa: Mayor Heath: We will bring this up at the next meeting. On this program here we have the two school districts. The school has recommended lighting, the staff has recommended the lumens sizes. Is there any law which says the school cannot participate in these? -2- Adj. Under the Assessment Act they cannot participate but they can pay for the installation and they doe There is going to be some State legislation proposed that the school help to carry the cost of crossing guards. Motion by Councilman Barnes, seconded by Councilman Towner, and car- ried to direct Norman Snyder to support proposed state legislation that schools help to carry the cost of crossing guards at the next meeting of the League of Cities. City Manager, Mr. Aiassa: The school would like to have an answer. Their cost would be about $1,000 and our share would be in the neighborhood of $1,596.00 per year, Motion by Councilman Snyder, seconded by Counilman Towner that the staff be instructed to go ahead with the procedure of installing street lights on the schools as per their report by Mr. Pontow of January 31, 1962 subject to conference with the City Manager. Mo- tion passed on roll call as follows: • Ayes: Councilman Adams, Towner, Barnes, Snyder. Noes: Mayor Heath: I feel that the school should pay for the energy because they are deriving the benefit from the use the same as the home owner would. Absent: None PALM VIEW PARKING City Manager, Mr. Aiassa: We have received a memo from the Department of Parks and Recreation hereby indicating that the plan for possible joint use of the McCall property by the park and church meet with the satisfaction of the Commission. The proposed plan in the Precise Plan that was approved by the Planning Commission and the City Council was this plan here. They want to move all the par- king area on Puente Avenue, and the City take the remaining area for park use. The arrangement would be for the church and City to trade pieces and we would still have joint use of the parking area. It would tie in much better for the general plan of the park development. Parcel 1 is our property so we are giving 13,376 feet. Parcel 2 they have, but we take 3 from them which is 35,484 square feet. We are • taking an additional 22,110 square feet in total. I would like authority to meet with Rev. Knox and Harry Williams to talk this over. This rearrangement of the parking would not only be advantageous to the church but would be advantageous to the park and future de- velopment, Councilman Barnes: In the report it said that we would maintain the parking area, .strip it, maintain the landscaping and install it. Will this be a part of the negotiations? -3- 0 U • Adj. Co Co 2-19-62 PALM VIEW PARKING - Continued City Manager, Mr, Aiassa: Page Four We would take on the maintenance - and upkeep because it is adjoining the park land after all agreements are made. Motion by Councilman Snyder, seconded by Councilman Barnes, and car- ried,that the negotiations for exchange of property for the McCall property as outlined be continued by the City Manager. CITRUS STREET BRIDGE FENCING City Manager, Mr. Aiassa: Public Services Director, Mr. Dosh: City Manager, Mr. Aiassa: The Council received a copy,of the report. I feel that if we are going into any additional improvements of this type that we put this in our 1962 Budget, There are three bridges where school children will be crossing, Citrus, Hollenbeck and Willow'flAve::., The Hollenbeck bridge has been done, Willowo`od..:.:: School has not been completed and Citrus is under discussion now. The engineering staff also in- vestigated the child -proof bridge installation. We might as well have that figure. Motion by Councilman Towner, seconded by Councilman Adams, that Provision be made in the 1962 Budget for the Citrus Street Bridge Fencing. Motion passed on roll call as follows: Ayes: Councilmen Adams, Towner, Barnes, Mayor Heath. Noes: Councilman Snyder: I think we need sidewalks more than we need this. Absent: None. EXCESS FREEWAY PROPERTY Sunset Avenue alignment City Manager, Mr. Aiassa: When the.State Highway came forth and made the underpass and put the freeway in the result -was they now own this land in here. We are now getting close to the cost of the property. The Broadway is willing to negotiate with the City to pay for this land in here in exchange for this little triangle here. They are getting less than half of the original parcel. It will improve the approach to the store, improve our traffic pattern, eliminate the wooden poles and it is going to give us an opportunity to redesign this whole mess in here. If we wait, these people will put their improvements in here and you're going to come in later and tear up all this improvement and put it in here. Councilman Barnes: It will only cost us $3,000 now and it will cost us double or more later, -4- Adj. C. C. 2-19-62 Page Five EXCESS FREEWAY PROPERTY - Continued City Manger, Mr. Aiassa: The Board of the Division of High- ways is meeting Wednesday and • Thursday of this month and this must be on their agenda tomorrow so I would like to have a motion from the Council directing the City Manager to negotiate with the State for the acquisition of this surplus piece of property ad- joining the Sunset Avenue Underpass as per report of 2/16/62, • Motion by Councilman Towner,'seconded by Councilman Snyder, Iand carried that the City Manager be directed to negotiate for the ac- quisition of this surplus piece of property adjoining the Sunset Avenue Underpass with the.State. City Manager, Mr. Aiassa: There is certain property being sold by the State and the property that I would like to mention is one that faces the freeway and this whole strip of property along here west of the hospital. They are showing this as R-3 and it is not. It is potential R-3. Councilman Barnes: City Manager, Mr. Aiassa: pass a resolution stating the Freeway, that the City to review it as to whether City and also�for possible parking, Mayor Heath': City Manager, Mr. Aiassa: Councilman Towner: RESOLUTION NO. 2325 ADOPTED Mayor Heath: Is the State selling this property? They put out an announcement and then withdrew it. If it is pos- sible, I think the Council should that any surplus land being sold along of West Covina should have an opportunity it needs it for future street uses of the future landscaping and future commuter The recommendation is that we adopt'a resolution not neces- sairly to buy it, but to take first look at it. Why don'-t we just adopt the heading of the resolution. The kind of resolution you have in mind is they don't sell it before they ascertain whether or not the City of West Covina can use it and we get first bid on it. Motion passed on roll call as follows: Ayes: Councilmen Adams, Towner, Barnes, Snyder, Mayor Heath Noes: None Absent: None Said resolution was given No. 2325, TRAFFIC STUDIES Central Business District City Manager, Mr, Aiassa: We have here a proposal on the traffic studies of the central business district and you re- ceived a copy of this reporti''pn February 6, 1962 a joint report from Mr, Thomas Dosh and Mr,',,Harold Joseph, Motion by Councilman Barnes, seconded by Councilman Adams, that said report and study be submitted to the Planning Commission for report to the City Council. Motion carried, STREET IMPROVEMENTS (San Bernardino Road - Pick's Bukfi ding & Materia ;) rrr u1Ly manager, Mr. Aiassa: I believe on this item the Planning Department made a request that the improvements be put in. I would like to recommend that Mr. Dosh and Mr. Joseph be authorized to negotiate with Mr. Pick to put these improvements in, The Planning Commission made a motion to the City Council that. the improvements on Pick's property be requested. councilman Snyder: City Manager, Mr. Aiassa: Councilman Barnes: Public Services Director, Mr, Dosh: Councilman Snyder: There is no way you can force him to get extra parking? He doesn't have a Precise Plano The property to the west is de- veloping now. The property to the west of Mr. Pick and 65 feet west of the neighbor, they are trying to put in a dairy. The only way Pick can put in the improvements is to buy the property to the west and put his parking there. Motion by Councilman Snyder, seconded by Councilman Towner, and car- ried, that Mr. Dosh and Mr. Joseph meet with Mr. Pick and make a re- port to the City Manager and the City Council. ME • Adj. Co Co 2-1b-62 GAS TAX FUND PROPOSED EXPENDITURES - 1961-1962 (Review and Report) Cameron Avenue extension, Sunset to Richland Avenues. Page Seven City Manager, Mr, Aiassa: (Read the report). I would like to have the Council designate one Councilman for a meeting with Glenn Williams tomorrow, He owns this parcel and we need a small triangle for the street and bridge. I want to have another talk with him be- fore we file condemnation. Mayor Heath: I will appoint Councilman Snyder for the meeting with Glenn Williams on Item No. 3, Gas Tax Fund - Cameron Avenue, Sunset Avenue to Richland, Councilman Snyder: Could you explain each one of these funds? City Manager, Mr, Aiassa: The Gas Tax Fund is the money of the 5/8 cent for gasoline. We automatically get this from the State. We want additional money from the County's share. The Coun- ty can grant us money,at times. They have been giving us -about $33,000. We have used this for bridge betterment in the last few years. In additon, we get another small amount like $55,000 that we got for Cameron Avenue. That was the County's super special fund. The -Traffic Safety Fund is your fines and it comes directly to use VINCENT AVENUE INTERCHANGE Center Street City Manager, Mr, Aiassa: I have a letter here from the State Division of Highways dated c 2/6/62 with reference made to my letter of 1/19/62 re the State assume some responsibility for the improvement of Center Street. Now they want to negotiate. This is probably going to amount to 16 or 20 thousand dollars from the State Motion by Councilman Towner, seconded by Councilman Snyder, and carried to authorize the City Manager to meet with the State Divi- sion of Highways to attempt consumation of a firmed -up proposal. VINCENT AVENUE - GLENDORA INTERCHANGE Walk-in Thteatre driveways City Manager, Mr. Aiassa: The staff has recommended pro- posals of 2, 2 and le My recom- mendation is that we now remove one of these driveways because they are too close and I think this would be a hazard to the big intersectional interchange. I want you to adopt the amended plan to only permit three driveway openings for the Moeck and Stein walk-in theater on Glendora. Co Co 2-19-62 Page Eight HIGHWAY ROUTES (East San Gabriel Valley Engineers Action) Mayor Heath: I just finished reading this Diamond Bar book and I think you gentlemen should look at it and look at it in the light of the 60,000 people that are going to live in that area and what a straight line it would be over to our shop- ping area. It tells you in that report that they are not going to put the commercial in, in the beginning. If you get the residents in and get them used to coming to the city, they can put all the commercial in they want, but they will still come to the city. Councilman Barnes: Eastland May Company Shopping all potential shoppers for our Harbor Butler is developing, and this is all potential shopping for West Covina, They advertised Center in their brochure. These are area. City Manager, Mr. Aiassa: There are two things that we should not overlook. You have something pending on 158 that is going to bring in 20,000 people and that is direct line for Azusa Avenue. This is the truck routes that the East San Gabriel Valley Cities have approved. We are still on the old stand as far as truck routes are. We have Azusa Avenue, Glendora, Grand Avenue and Francisquito and San Bernardino Road. That is all the truck roads we have RADIO ANTENNA AT CORTEZ PARK Civil Defense Report Councilman Towner: Where are they going to put this? Public Services Director, Next to the building. Mro Dosh: City Manager, Mr. Aiassa: We will permit the two poles to be erected but the poles will not be erected on any location until the Director of Parks and Recreation can be consulted. Staff resolved it after the City Council returned the problem back to me, POPULATION CENSUS Contract with State Finance Department City Manager, Mr. Aiassa: We have a problem here in that they never completed our contract and we negotiated this agreement in August of 1961. We never received an executed copy back so I thought we would direct the City Clerk to give them another certi- fied copy and see if we can get an executed copy. This is the program where the Finance Department gives us our estimate instead of going through a four or five thousand census. They have never completed a contract with use They finally discovered the error. They can't bill us without a contract. I think the Regional Plan- ning Commission in today's report which they just put out showed a population of 54,862 and 54,200 was their report so we only missed it about 600. Adj. Co Co 2-19-62 POPULATION CENSUS - Continued Page Nine Motion by Councilman Barnes, seconded by Councilman .Towner, and carried that the City Clerk follow up on this contract and see • if we can get a completed executed copy. FUND TRANSFER OF $3,500 FOR CONSULTING ACCOUNT a) Street, Curb and Gutter improvements around Park, City Manager, Mr. Aiassa; The Council has received a copy of all the City Park areas that need street, curb and gutter improvements and the four that are most in need are (1) Walnut - Merced Park for $1,000 (2) Orangewood Park for $350 (3) Palmview Park for $550 and (4) Cameron Park for $800 and a total of $2,700. This is an estimate for a consulting engineer to design the street improvements, plans including curb and gutter paving and the other adjacent work on the project, Councilman Barnes: Are these budgeted items? City Manager, Mr. Aiassa: They are part of our proposed budget that I would .like to do in 1962. We need a transfer of funds. This is for plans and specifications. There is $5,000 that we set up for public service salary for temporary inspectors in our last year's budget,.that we haven't used. • Motion by Councilman Towner, seconded by Councilman Barnes to approve an appropriation transfer of $5,000 from Public Service Salary Account 1298 to City Engineer Contract Service Account 120-B. Motion by Councilman Barnes, seconded by Councilman Adams and carried that the City Manager be authorized to engage Mr. Johnson to provide the plans and specifications for improvements of the four parks. TELEPHONE SWITCHBOARD City Manager, Mr. Aiassa: 0 TEEN-KAN-TEEN PROJECT The staff for the last three years have been reviewing the possibility of changing our switchboard. I would like you to review this and probably at the next meeting bring it up. City Manager, Mr. Aiassa: I have received a completion notice the staff wants me to approve. We received a letter from Mr. Fowler and Mr, Dosho Attached is a list of their esti- mates and a list of letters that were submitted to you on Novem- ber 30, 1961 and you received a copy on 12/11/61.o You passed a resolution supporting this. Schedule additional. $11,860, Completion will be June, 1962. Motion by Councilman Towner, seconded by Councilman Adams, and carried to accept the recommendation of the Building Department and authorize the City Manager to approve it as of January 22, 1962. FIRE DEPARTMENT REPORT City Manager, Mr. Aiassao I asked the Fire Department to make a supplement report of their future needs as far as fire stations are concerned. This is a confidential report and I'd like the Council to review this and study it. This report outlines some of the available properties for a No. 3 station and I'd like the Council at their convenience to make a tour of this area and let me know confidentially what your attitude is be- cause we should begin to think about this as the only vacant land. MISCELLANEOUS REPORTS • City Manager, Mr. Aiassa o Re traffic signals at Azusa,. Cary.% ted., Orange Avenue and San Bernar- dino Road, They want a stop sign and lights put on Azusahand San Bernardino. I would like to submit this to the Traffic Safety Committee and let them make a report to the manager and City Council. Mayor Heath: APPLICATION FOR RADIO FREQUENCY 1530860 Mc - LOCAL GOVERNMENT Yes. Write that letter for my signature, City Manager, Mr, Aiassao I believe Mr. Oehl would like to come on to the Local Govern- ment Frequency that has been assigned to use This will. not effect Police or Fire Operation but will put him on with our Civil Defense and Street Department units. I do not feel that this would over -crowd our frequency, but would help in cases of emergency since they are a neighboring city. Motion by Councilman Towner, seconded by Councilman Snyder, and carried that the request to release this use to La Puente be approved, At the regular meeting on February 13, 1962, the Council directed the City Manager to continue negotiations on Project C-168o PROJECT C-168 Participation in Construction of Street Improvements - Willow and Yarnell -10- • n LJ Adj. C. Co 2-19-62 PROJECT C-168 - Continued Page Eleven City Manager, Mr. Aiassa: The City Engineer has a report. The City is putting in $1,800 and the developer is putting in about $1,700 plus the dedication of the right of way. It is recom- mended that the City Engineer be authorized to continue negotiations with the developer. Mayor Heath: Public Services Director, Mr, Dosh: Mayor Heath: The City will pay for all the -paving and the owner will pay for the curb and gutter? That is right. There are hundreds of these prob- lems throughout the City. We are setting'a precedent here, no doubt. Motion by Councilman Snyder, seconded by Councilman Barnes to accept the engineer's report on C-168 street participation project for Yarnell and Willow and authorize the City Engineer to proceed with the nego- tiations with the property owners. Motion passed on roll call as follows: Ayes: Councilmen Adams, Noes: None. Absent: None. PROJECT C-103 Towner, Barnes, Snyder, Mayor Heath. Sunset Avenue from Walnut Creek Wash to Vine Avenue, City Manager, Mr, Aiassa: This is a Gas Tax project. This is in front of the Police Station, This will not have curbs and gut- ters because we'have that water main problem in the proposed street R/W, Motion by Councilman Barnes, seconded by Councilman Towner, and carried to approve Project C-103 and authorize the City Engineer to call for bids. SEWER PROJECT Willow Avenue City Manager, Mr, Aiassa: In reply to your inquiry as to whether or not budget funds are available for Los Angeles Flood Control District is requesting us.for $3,400 to cover the estimated cost of additional sewer construction requested from the City in connection with Walnut Creek, money will be taken from Page 101 from the budget on sewer construction. $7,300 budget is the only,one that will be used in the current fiscal year. Motion by Councilman Towner, seconded by Councilman Adams that the $3,400 invoice from the Los Angeles County Flood Control District be covered by $1,800 from Account 151 and $2,600 appropriated re- serve. Co Co 2-19-62 Page Twelve FIRE DEPARTMENT RADIO City Manager, Mr, Aiassa: The -Fire Department -has made a request to have a radio for this equipment. Motion by Councilman Towner, seconded by Councilman Barnes to authorize transfer of up to $850 from Account 141-AD Fire Department Salaries to Account 14-1, Fire Department Capital Outlay for the purpose of securing a radio. Motion passed on roll call as follows: Ayes: Councilmen Adams, Towner, Barnes, Snyder, Mayor Heath. Noes: None. Absent: None. CITY MAPS City Manager, Mr. Aiassa: Councilman Towner: We are all out of maps. Joe Bloom makes these maps, 10,000 would cost $900; 20,000 would cost $1., 100 o The Chamber of Commerce will participate in the purchase. How many did we buy the first time? City Manager, Mr. Aiassa: 10,000 or 15,000 - Joe Bloom • will bring the map up to date and put color on the front and make them attractive. 10,000 would be more than enough, The only reason I don't like to buy 20,000 is that I hate to have these maps out -dated. I expect these to last us at least 18 months. We could reduce the number to 6,000 and give us each 3,000. We should discuss this with the Chamber of Commerce for their suggestions. Motion by Councilman Barnes, seconded by Councilman Adams, and carried to authorize the City Manager to negotiate for the purchase of the maps and make a report to the Council on the most feasible and desirable purchase that can be made. ANALYSIS OF ZONING OF COUNTY AREA ADJACENT TO CITY OF WEST COVINA City Manager, Mr. Aiassa: This is the analysis of all of .the County zoning on the perimeter of our City. This is very im- portant for you to make an analysis to annexation. The reason I am bringing this up tonight is the Regional. Planning Commission . is coming out with a rough draft of an amended zoning ordinance. Our staff will look over the ordinance and present it to the Coun- cil so you people will be abreast of what is being proposed. -12- Adj. Co Ca 2-19-62 Page Thirteen POSSIBLE CHANGE OF TAX OF THE COUNTY LIBRARY SYSTEM Councilman Snyder: The County library system is to going through a possible change of the taxing plan of their regions and the studies indicate to me that Plan F would really be most bene- ficial to West Covina in the long run. 0 City Manager, Mr. Aiassa: Councilman Snyder: City Manager, Mr. Aiassa: Mayor Heath: REFERENDUM ELECTION Councilman Snyder: Councilman Towner: City Manager, Mr, Aiassa: UPPER SAN GABRIEL WATER ASSOCIATION MEETING You will also get a supplement copy and that will be tied in on the going rate of what the cities are paying around this perimeter. Now is the time to send a resolu- tion stating that we are in favor of Plan F. I think we should wait until I give you the other report, We'll hold off on this one. Would it be possible to hold this referendum election in connection with the Mount Sac election if we had been aware if one was going to be held two weeks later? If we combine elections like that, don't we have some say in the placing of the polls? No, not if we aren't sharing the expenses. In.a school election they consolidate about seven or., eight precincts and this makes it very bad. People can't get down and vote. Councilman Barnes: I attended the water meeting of the Upper San Gabriel Water Asso- ciation last Wednesday which I felt was very interesting. Mr. Brewington of the Los Angeles County Flood Control gave the estimated rainfall throughout the area which was quite heavy, ranging from about 72 inches up to 20 inches in our foothills. He also estimated that after that first heavy rain that the Baldwin Park well would raise some 20 feet. Of course, they couldn't measure it at that time, but they will have a report for us at a later date. Mr. Stetson, who is the engineer for the Upper San Gabriel Valley Water District was back to the Supreme,Court in Washington D.C. attending the hearings on the Colorado River case. He gave a very nice report. I would like to submit this report to you.because he talked approximately an hour and a half, but I think you would find it very beneficial. Co Ca 2-19-62 Page Fourteen SUPERIOR COURT IN POMONA A general discussion was held on the location of the Superior Court in this area, which is presently located in Pomona and the possible vote of a change of the Superior Court to a city that would be more central f===*i= for the eastern Los Angeles area, HELIPORT Mayor Heath: I would like to have permission to send a letter on behalf of the West Covina City Council re- questing a heliport in the City of West Covina. The problem here is that the air lines cannot come to us and initiate procedures and so we go to them and ask them to consider use We have tried this three times and now we are trying it again and this just says here that we will work out some kind of arrangements. I would like permission to send this letter. City.Manager, Mr. Aiassa: I checked with five cities on this -heliport item and I will give you a written report at a later date Motion by Councilman Barnes, seconded by Councilman Towner, and carried, to authorize the Mayor to write a letter to Los Angeles Airways in regard to a heliport. DEPARTMENT OF URBAN AFFAIRS City Manager, Mr. Aiassa: I have a letter urging establish- ment of the Department of Urban Affairs, Mr. Kennedy's new ap- pointment. Councilman Snyder: We feel that this is not bene- ficial to a city like ours in a metropolitan area. All the mayors supporting it are large municipalities. I don't think it's good. I would rather see it on a State level. Motion.by Councilman Snyder, seconded by Councilman Barnes, and carried, that the Mayor be instructed to send a telegram to our two senators and our representative from this district opposing the establishment of the Department of Urban Affairs. FIRE DEPARTMENT Mr. Hal Carey I would like to go on record with 1710 Vine Avenue, West Covina the City Council complimenting the West Covina Fire Department. We had a slight fire over at our place and they never even used the axe. They were very courteous. They went through the house and it is the first time in my life that I ever.saw them roll out_a carpet and not walk on your own carpet. It was very, very fine public relations, Mayor Heath: We like to hear these congratu- lations. -14- 0 Adj. Co Ca 2-19-62 Page Fifteen FIRE DEPARTMENT - Continued City Clerk, Mr. Flotteno I have two letters here with re- gard to the fine work of the Fire Department. One is from the Queen of the Valley hospital and the other is from the hospital builder° They both say that if it were not for the emergency help provided by.the Fire Department, the entire basement (newly plastered) would have been filled with mud and water. ZONING OF. THE BURGE PROPERTY Mayor Heath stated -that he has been receiving phone calls from Mr. BVrge regarding zoning of his property. A general discussion �re- vealed that the Council is reluctant to give Mr. Burge zoning until the master plan is drawn.upo There being no further business, motion by Councilman Adams, sec- onded by Councilman Towner, and carried, that the meeting be ad- journed at 11010 P.M.
