The meeting was called to order by Mayor Heath at 7:35 P.M. in the
West Covina City Hall. The Pledge of Allegiance was led by Council-
man Towner, with the invocation given by Rabbi Paul Liner of Temple
Sholom of East San Gabriel Valley.

A motion by Councilman Barnes to hold this matter over was with --
drawn. This was made in the light of discussion in reference to"'-'
County participation on this item and that the meeting of the Board
of Supervisors was to take place on Tuesday, November 14, 1961;- to
formally authorize monies and that perhaps the item should be held
pending completed supervisory action. However, it was felt by -'the -'-
majority of Council that this matter could be given qualified approval,
rather than hold it over and have to come before Council again at
their next regular meeting.
Motion by Councilman Towner, seconded by Councilman Adams, and car-
ried that the street improvements be accepted, the bond released sub-
ject to the prior approval of the County.

Accept Continental Casualty Company bond No. 1.528080 in the amount
of $8,500.00 for street improvements. Staff recommends acceptance.
Motion by Councilman Towner, seconded by Councilman Barnes and car-
ried, that the resolution accepting the grant deed and the resolu-
tion accepting a bond in relation to Precise Plan No. 278 and Precise
Plan No. 274 be held over to the next regular meeting.
These matters were held over in that discussion indicated that al-
though the grant deed indicated precise plan 278 and 274 the bond
was only for Precise Plan 278 and since a bond on Precise Plan 274
had not, as yet, been received, we would be on a more solid basis
to hold these until all items pertaining to this can be acted upon
at the same time.

against the improvement of Caroline Street and other streets in the
City of West Covina as described in Resolution of Intention No, 2207
passed by the City Council at their regular meeting of October 9, 1961.

Mayor Heath: I will entertain a motion to re-

Mr.' Rosetti, :'::._l., LL.:..:'_.. This project ,looks like it will

projects in one and will run about
$6.70 assessable front foot according to our estimate and one-third
is single line. The assessments have been running about $5.00 or
$5.50.
Mayor Heath asked if a single line means a line on each side of the
street and Mr. Rosetti indicated that it did and a street more than
80-feet wide must have lines on both sides of it.
Councilman Barnes questioned that the cost relative to this district
is also possibly due -to the district being small and Mr. Rosetti in-
dicated that yes, that was another factor in the cost. In one district
Sthe contractor hauls in equipment and does an area whereas in this.dis-
trict he will have to dig in one area then pull equipment out and move
over to another area and when you use that principle it brings the cost
a little higher,
Mayor Heath asked if this matter had been checked to see if the cost
could be brought down. Mr. Rosetti indicated that it had but a con-
tributing factor is about 500 to 1000 feet of line necessary to tie
the district in from where the district ends over to the outfall where-
as in a normal district, this runs to the outfall but in this case it
is some 5001 on this one and a 10009 here,

Mayor Heath asked the City Manager if he agreed with the assessment
standing as is and Mr. Aiassa stated that he had reviewed this with
• staff and they had no objections.
Mr. Dosh stated that Council has gone on record for staff to tie these
various areas together and that, in itself, is somewhat the cause of
the high footage rate-.,.
Mayor Heath indicated there appeared to be a great number of feet of
line to tie in the district to the outfall and was there awareness
that,the cost of that line was spread over the entire district. Can
we save these people money possibly on a reimbursement program on
this 1000-feet of sewer or let it go as is? Mr. Dosh indicated that
he did not think we could in this case. Other procedures have been
tried, under different circumstances prior to the installation of
this district but then we went ahead and charged connection fees after
it was all done. Mayor Heath indicated that was what he had in mind
on this district and with the 1000-feet and the cost spread will there
be further connection to the 1000-feet of sewer? Mr. Dosh indicated
there wouldn't be anything that wasn't assessed already as all prop-
erties are assessed whether there are improvements on it or not, if
they are benefited.
Councilman Barnes asked if there were any other districts that could
benefit from this sewer line?
Mr. Aiassa stated that by grouping these in a bigger district you get
a greater number of parcels upon which to spread the assessment and
if we do not take those in line with this proposed assessment., leaving
others off, we will end up as on Lark Ellen where there were only 5,
6 or 10 lots and a special district which ended up paying $7.00 or
something like that per foot. Staff has gone over this and they feel
that with the number of parcels involved it will actually help keep
the price cheaper than if it were in small, individual districts.
Mayor Heath stated he felt the point here had been .Lost completely.
There is to be some 1000-feet of sewer line to connect this project
into the main line. The cost of this is being distributed among
people in this district, If there is going to be a connection onto
1000-feet at any future date.there is a connection charge and that
connection charge should be reimbursed to people or provisions made
for doing so.
Mr. Dosh stated there were two areas shown on this map which indicate
these are developed commercial projects, served with sewers from the
west off Azusa and Hol.lenbeck respectively. Now we have to run around
this service road past properties that have developed their own sewers.
If these sites had been developed in an assessment district years ago
some money might have been saved but they have developed their own
connections and we must go past these developed areas which indicates
more costs to the district.
Mr. Aiassa stated that they attached their own sewer to main lines and
some of this cost was borne by these people at a very high rate.
Councilman Barnes asked if at the time of Kinney Shoes and the motel,
did we run a line in front of that property and stub off to be used
at a later date by other properties. Mr. Dosh indicated that we had
not done so at that time, although at Grand Avenue it was done at a
prior date to save the district future construction costs.

Mayor Heath asked if therewere any reason indicated in the communi-
cation and Mr..Flotten stated there was not. Mayor Heath asked if
.Mr. McCullough was in,the audience in reference to this matter and
no one rose to the question. The question was further.asked if any-
one else present in the audience desired to protest and no one rose
to the question.
Mr. Flotten stated that there'were no further written protests re-
ceived.
There was discussion of a change of work order, relative to the res-
olution whi'ch follows, and the City Attorney indicated that due to
this, the hearing should not be closed in order to allow protests
on this change of work order and after proper procedure then Council
can order the work to be done under proper resolution.

There was no testimony presented, and the hearing was declared closed.
Councilman Towner stated that he believed the information Council. was
waiting f6r'6n this area had been received and on the basis of the
recommendation of the Planning Commission he felt this should be
granted C-1,zoning.
To a question by Mayor Heath, Mr. Joseph indicated that a particular
site was never referred to but an area in general and the area 'covered
relative to this type zoning was not above Rowland Avenue.
To a question by Councilman Snyder as to whether we will go ahead and
develop C-P zoning Mr. Joseph stated that there were 3 or 4 different
designations coming out.as a result of the general plan but that there
are yet to be public hearings held by Commission and Council and then
if it is seen fit, to adopt the plan and once adopted the ordinance
is rewritten to reflect these findings of the general plan. The cor-
rections to these new zones will be a long time away,

The memorandum report of .the Fire Chief and Building inspector, dated
November 13, 1961, was read by the City Clerk.
It was indicated -by either,
Mayor Heath or Councilman Barnes, that it
was felt that the report would indicate a substantial. alteration from
that approved by the ' Commission and that they should have a second,
opportunity to review this matter.
Councilman -Towner stated he would go along with the Fire and Building
Department recommen ' dations but that it was his understanding that the
applicant and property owners had met and that perhaps they had
reached a'compatible understanding between them, as to their desires
'and wishes,
Councilman Snyder stated that in relation to Councilman Towner's
.statement, that this was his understanding also,
Councilman Barnes,. I. had some telephone calls this evening.
However, I would make a couple of points
which I think should be included in this
precise plan if it is referred back to the Commission or denied. I think
we should consider the block wall and planting strip and also proper set-
back from this wall to allow trucks to service this building from the
back doors so far as garbage and trash is concerned and also to consider
proper lighting to be shielded so there is no offense from lighting to
the R-1 property.
Mayor Heath.: I positively couldn't console myself
to agree with a building with no back
door for safety reasons, if nothing
else. If this is the recommendation of the Fire Chief we should con-

sider having backdoors, and if so, consider moving the building and
moving it forward would possibly lose some parking spaces plus other
Possible complications. I think it is no more than fair that this
go back to the Commission and any changes should be recommended by
them in accordance with any direction from the Planning Director.
Councilman Snyder. I agree about the backdoors but I
think we should have something said
regarding the working together of
owners and applicant.
Mr. Ca Price I am speaking for the applicant and
307 East Rowland am the broker in this matter. We met
with ,the people across the street and
after discussion with them, which in-
cluded the information in the report which we took with us to this
meeting, it was the consensus of these people in the area that if it
is satisfactory to the Council it would be satisfactory with them to
have a wall 5-feet back from the property line and planting, I fail
to see any reason stores could not be serviced from the front. It is
not an unusual thing to do, There would be a 5-foot walkway along the
rear of the buildings so that rear doors could be opened which would
be a safety feature and a clear sidewalk for escape from any fire in
the area and to plant whatever is desired by the City on the 5-foot
setback of.the 5-foot fence. We would have a 10-foot setback with 5-
foot planting leaving a 5-foot walk. There is also a 10-foot parkway,
Councilman Towner. I would still rather see this serviced
toward the front rather than the back
as I think it would be better for the
people over on the other side.
Councilman Barnes. I can't see this at all. Stores ad-
jacent to R-1 should have their trucks
come in back so there is no trash car-
ried out to the front of the buildings.

Councilman Barnes: There are major changes now on this -
plan, in my opinion. I am wondering
if we could deny the precise plan and
ask that a new plan be presented to the Commission and possibly waive
the fee?
Mr. Williams: I do not think you can waive the fee,
and I do not know this is such a change
as to require another start, It seems
to me that Mr. Joseph has a point that if Council makes its decision
that you need a revision of the plan it is up to the Commission to re-
port back to you but if it is your intention to approve subject to con-
ditions such as every store has backdoor, servicing at rear, etc, that
the plan is referred back to the Planning Commission to revise this
plan accordingly and report on it, but unless you do this, I think you
will be no further ahead when you send it back than you were before.
Councilman Snyder: These.developers, in my opinion, have
gone a great deal more than usual out
of their way to get the feelings of
the people in the neighborhood and to please the people in the neighbor-
hood as well and I think we should have a vote on loading in back or,
front,
Councilman Barnes: I feel you are right in regard to their
working with the people but this is a
great change from the first plan. You
had one store, this plan calls for six. You have many store buildings
vacant at Badillo and Orange and on the frontage road.
The question on the motion to refer back to the Commission was asked
and it was withdrawn, as well as the second.
Motion by -Councilman Towner, seconded by Councilman Snyder that Precise
Plan of Design No. 292 be disapproved in its present form because of
the report of the Building and Fire Departments and that it be -referred
back to the Planning Commission for study and recommendation and in. ac-
cordance with the Fire'and Building Department recommendations.and that
the applicant provide a 5-foot setback in addition to the parkway dedi-
cation on the north side of the property which shall be landscaped, a
six-foot ornamental block wall be provided on the north side of the prop-
erty; that adequate space be left between the wall and building to ser-
vice the stores and that all traffic be kept south of the building and
that any trash or garbage containers be wholly enclosed and subject to
such other recommendations as the Planning Commission sees fit.
Councilman Barnes: Where are trash containers going to
be enclosed? What location?
Councilman Towner: We have to leave them some leeway in
some direction,
Councilman Barnes: Not that much. It doesn't give enough

Mr. Sutter,. I live southeast of this subdivision
and in general like this subdivision
but I am concerned in relati.on . to it
about Sunset Hill Drive being blocked from ever being a through street,
My concern too, is for the children going to school: along here and
Virginia Avenue although right now not too heavily trafficked there
will be more along that street when Grand is completed and will become
more of.a hazard for the children and this other street going through
would then be better for them to walk on to school. If the north cul-
de -sac street is changed into a blind street it might prov:�de means
for later 'connecting Sunset. Hill Drive to provide an east -west street.
Another thing.is that these subdivisions are being treated one at a
..time and there is no block plan for this area. I; think theseareas
here should all fit together somehow to become a real first class plan,
if it is possible.
Mayor Heath stated that would be an ideal. way to do it but there is no
assurance these different owners will go into a general plan of that
type. Mr. Joseph was then questioned as to whether this .idea of Sun-
set Hill Drive cutting through was discussed in Commission.
Mr. Joseph indicated that there was.lengthy discussion of block studies
and whether this should be approved or wait pending over all surveys
but that this has a great deal to do with not h.aving,adequate topo maps
as this whole area has tremendous topo problems.
Mr. Joseph further indicated that the Planning staff felt it should go
through and set this before the Commission. The Engineering Department,
through.Mr.'Dosh, felt we should not hold up the applicant at this time,
although all recognized the necessityof having an over-all design pro-
gram started in this area and having the developers meet the requirement
of community -wide design. However,,there was preparation that could not
be presented along this line, in actuality, and the Commission decided
to act on this at this time.,
Mr. Dosh stated the question was asked by the developer "what did we
like" and this could not be indicated because of the absence of impor-
tant topography information in this area. It couldn't be said this is
not the best plan or recommend against it.

would never go through. He further indicated he did not feel the
topography is -that great a problem here and he would like the Com-

Counc_°ilmar Barnes stated that however in the meantime, he did not
feel we should hold this. mar, ap fron, developing his property.
Councilman Snyder stated that perhaps this was true but that at the
same time, this is something that we run into time after time in de-
veloping certain areas piece -by -piece with no plan for a whole area
and to plan for this whole area, first, would probably be more bene-
ficial to all and gyve better solutions and problems more readily seen.
Mayor Heath stated that if there is taking the stand of Sunset Hill, cut-
ting through, this would determine the boundaries of Sunset Hill. Drive
immediately and it would be possible for anyone who has that property
so designated to come in and request us to buy that property immediately
and if we do not have the money we cannot buy it.
• Councilman Snyder stated that he was not indicating where the Sunset
Hill Drive should go but to see if this plan could be made so as to
connect up in the future and if it is felt it should connect up it;
should be considered in spite of the fact we have the urgency of ap-
proving just this one tract. We have run into this problem before
where we do .not look beyond the boundaries of the tract and it was
his thinking that we shculda
Mr. Aiassa stated there was an attempt some time ago to bring the three
owners together but it never materialized and the question is what are
these other people going to do unless you can team together with a
block study.
Mr, Joseph stated that a block study was made in 1955 showing Sunset;
Hill Drive going through. This was used in discussion with the Corn -
mission but there was not enough topo information and that is a mat-
ter that would have to be looked into very carefully. Properties to
the east and west have subdivided in conformance to this block study,
To a question by Councilman Barnes, Mr. Joseph indicated this map as
it is technically sound and there is no information on the other
properties,
Councilman Towner felt that perhaps this should be held and let it be
considered by means of a block study of topo studies, tying it in with
remainder of properties. Mr. Aiassa stated the comments made by the
• Planning Director were fine and there are the comments by the engineers
and developer, too. If we make such a study we do not have the con-
tours to make such a block study, although we are in the process of
doing this.but have the first step yet to go, and these two adjoining
properties are steep. We have the topography provided in the map be-
fore Council but none for adjoining properties.
Mr. Joseph stated that is correct and that this map will work.

Mr. Van Alstyne, There is a terrific drainage prob-
lem from this property to the south
and water comes down Trona Drive and
empties onto the side of my property there. A temporary easement
handles it and water drains off to the west,
Mr. Dosh, however, in reference to Mr. Van Alystyne's statement indi-
cated that this map will solve any drainage problem easterly of this.
The problems lie westerly of this point. Mr. Dosh further indicated
that insofar as traffic we do not have a complete answer to that.
Mayor heath. stated that it would appear that topography maps and other
pertinent material would be an absolute necessity for this area. It
could result in this being held up for a long period of time and he
felt this would seem fairly reasonable an answer for traffic and drain-
age now.
Councilman Snyder, however, felt this map wasn't the best they could
do here and_with topography maps and other material there could be
something better on there.
Mr. Aiassa stated that staff could take the old Whitna.l.l map layout and
over lay this area to provide some indications as to the street patterns.
Perhaps this item should be held over for two weeks.
Councilman Towner stated that possibly we should use whatever tools
we do have, barring the fact we cannot have the complete topography
information we should have.
Mr. Aiassa stated the big map would show this proposed subdivision in
relation to all existing streets, etc. of the area.

I think this is up -keep for the City in the future, it would look nice
but we have all of Cameron and Azusa to consider.
Mr. Joseph stated a report is being prepared by Mr. Gingrich and indi-
cations are it isn't inexpensive, it cost money, but possibly it could
be handled by a long range program.

Mayor Heath: It might be a good effect but I
think that we would be biting off
something more than we could chew
and something we are going to have to live with a long time when
we don't have money to take care of City parks let alone these var-
ri.ous strips.
Mr. Alassa indicated that he felt, however, the desire here was to
permit the Parks and Recreation Commission and Staff to review this
for analysis as to cost figures and factors recontinuous maintenance.
Councilman Snyder indicated he felt this isn't the problem that we are
faced with, water, maintenance, but problem of trash. Mr. Aiassa sta-
ted that was correct and one of the big items, just policing and that
one glaring example is the new stretch of Cameron east of. Sunset rela-
tive to trash, boxes and everything else. However, Councilman Snyder
felt that wasn't a fair comparison as it was next to a vacant lot and
now they are exposed. Mr. Aiassa said yes, but there would be no re-
peats of this if there was a policy regarding any time lots back up
to future street? Adequate bonds or cash is deposited with the City
to insure this.
Mayor Heath felt this was a policy that could be thought of and de-
cided upon but did not think this was the time nor place to do it.
We have a map before us and whether we go for the City maintenance
outside of a fenced area should be taken as a separate problem.
Mr. McNutt: I am the developer on this piece of
• property and when we went before the
Commission we were told of the desire
to have this sprinkler system put in which was something entirely new
and which we had never come up against. Whether it is right or wrong
you will have to determine.
When we started to lay this property out we designed three different
ways. Short cul-de-sac was very unsatisfactory, Depth is 300-feet,
and we are giving 10-feet to the City which leaves us 290-feet. The
ground running to the north is two to four feet lower than the south
part of the ground. Another idea was putting a road on the north of
the property, facing houses on Cameron and that would mean alleys or
driveways onto'Cameron and isn't satisfactory. If we took 20-feet
off each lot we would lose 6 to 8 lots and this would be impossible
to subdivide economically. We are putting in three curbs and getting
two sets of houses.
If you desire a sprinkler system we would go with it but we would like
to have approval without it being subject to that at this time:
Mr. R. Alexander I believe there are a number of neigh-

having some other plan, particularly
those with alleys since there are al-
leys coming out on Cameron on.the south side, rather thana wall. The
homes face side streets but they have entrances at the side, landscaped,
and which are used considerably. There will be a lot of children pass
this area back and forth to school and the trash problem will probably
be tremendous fronting the south.si:de.of Cameron.
Councilman Towner noted the vacant, undeveloped portion on the Azusa
Avenue side and Mr. McNutt indicated the church was purchasing this
part and with definite indications that a loan would be now made avail-
able for them to do so.

Councilman Snyder. East of Hollenbeck houses face Cam-
eron and it will be just as much
traveled as this would be and I
would see no objection to putting a road completely on the north and
face Cameron because they face east of there.
Mr. McNutt again indicated to do this would mean a loss of 6 to 8 :Lots
and with the required improvements such a loss would be uneconomical in
deve,16ping these lots. Also there was the corner for signals which has
been agreed to.
Councilman Barnes stated he did not.feel we would want to take on any
more projects of sprinkler systems or shrubbery on streets when we do
not have enough parks developed and he would rather see parks developed.
Councilman Adams; This alternate of providing alleys, if
a'str.eet served one tier of lots it
could be cut from the present require-
ments to 52-feet and if serving one tier of lots it could be narrower
than that and wouldn't require sidewalks along one side of it. I can
think of nothing worse than 900=feet of a 6-.foot wall and if the City
doesn't maintain the area it will not be maintained by the property
owner.
Councilman Towner stated something about "why not driveway turnarounds?"
Councilman Snyder felt the matter of this maintenance should be studied
although it:may not cost much for one area but the whole City in rela-
tion to such areas may pose a different question. He didn't like the
map, either.
Motion by Councilman Towner, seconded by Councilman Snyder, and car-
ried, that Tentative Map of Tract No. 26966 be held over to the next
regular meeting to study problems indicated.

City Clerk read the action taken by
the Recreation and Park Commission in a memorandum to:the City Manager
that due to the cutback in recreation leadership funds for'.this fiscal
year it is the recommendation of the Commission that the request of
Tonopah School be held over for consideration at next years budget
studies - 62-63 studies and it was felt that this recreation program
could not"be considered at this current time because of recreation
leadership cutback in other portions of the City.

Mr. . Aiassa stated that he concurred with the recommendation and
that he would suggest a motion to the effect that Mr. Gingrich
be directed to write a letter to the Superintendent of the School

Mr. Gingrich be directed to write a letter relative to the state-
ment made by the City Manager regarding action taken on the school
district request,
LAYOUT FOR EDGEWOOD BASEBALL There was a discussion on this
FIELD AT EAST CITRUS STREET matter relative to the plan,
LOCATION
Mrs. Blood stated that the Com-
mission was in agreement and Mr.
Alexander, President of the Edgewood Baseball League indicated the
Ridge Rider Group and Legion were in favor of the changes.
Mr. Williams felt this was a minor alteration and no public hearing
would be necessary relative to this.
Mayor Heath stated that he understood there would be no sound am-
plifiers here at all and asked if that were correct and Mr. Alex-
ander stated that is correct there would be no amplifiers and that
an engineering job on the sprinklers had been requested to be done
and it was done,
Motion by Councilman Towner, seconded by Councilman Snyder, and car-
ried, that the plan as presented for the Edgewood Baseball. League
development of the Valencia Heights property be approved subject to
the limitations placed on it by prior action of the Planning Commis-
sion9 and this new plan shall supersede the existing plan for the
ball diamond and that the Edgewood Baseball. League be authorized to
proceed immediately with their construction.
GENERAL MATTERS
ORAL COMMUNICATIONS
From the audience: The general plan, in the meetings
with the Planning Consultant, has
brought out numerous things to in-
dicate that maybe to hold a special election in connection with the
referendum and property involved might be a waste of taxpayers money.
It boils down to whether the City will go along with the general plan
and its concepts as to good City planning or if they choose to go a-
long with it only to a certain degree, Tonight we heard one recom-
mendation of Mr. Shatz in regard to property on Azusa and it seemed
to have quite a bearing on the decision of Council tonight so I be-
lieve that this is the time, possibly, for a little study session as
to whether we mane firm commitment for special election, whether you
go on or not go on with it.
I think there is now enough information available to make it worth-
while for us to take another look at it, I feel it is important to
the City as a whole to go along with the plan that is made by ex-
perts in this field.

this but would still not favor holding off until the 'general election
if'it would seem that such an election might be considered still to
be in order.

the date to be set by the Mayor and inviting the Planning Commission

RECOMMENDATION-. It is respectfully recommended that
sanitary sewers be installed in this
district,
ANALYSIS° On June 23, 1960 and again on August
23, 1960, this Department recommended
to your Honorable Council that sani-
tary sewers be installed in the Magnolia Avenue and Larkwood Street
Sanitary Sewer District, A111-60-1, as a measure necessary to the pro-
tection of public health. Since the date of these previous recommen-
dations, additonal area has been added to this district, namely, those
areas'outlined in red on the attached map. The addition of this new
area has not materially affected the sewage disposal problems and if
anything, these problems have increased due to the elapsed period of
time.
On January 3, 1961, this Department made an investigation of the re-
cently added areas outlined in red on the attached map. During the
course of this investigation, 53 house -to -house calls were made. Of
this number, 20 occupants were not at home..or did not answer the door.
Of the 33 property owners or tenants actually contacted, 8 or 24.2%
reported having experienced trouble with their individual subsurface
• sewage disposal. systems.,
The combined.result of our three surveys of this proposed sanitary
sewer district reveals that 113 house -to -house calls were made. Of
this number, 31 occupants were not at home or did not answer the
door, Of the 82 property owners or tenants actually contacted, 23
or 28% reported having experienced trouble with their individual
subsurface sewage disposal. systems.
In view of the facts revealed by our surveys, I, the undersigned
Health Officer of the County of Los Angeles, having been officially
designated by the City Council of the City of West Covina to perform
public health services for the City of West Covina, do hereby again
recommend that proceedings be instituted at once for the installation
of sanitary sewers in the Magnolia Avenue and Larkwood Street Sanitary
Sewer District, Ae11-60-1, City of West Covina, as an improvement
necessary to the protection of public health. This recommendation is
made pursuant to the provisions of Section 2808 of the Streets and
Highways Code.

should accept this deed because we would be assuming liability here.

It was indicated a .recheck had been made by City crew and those pre-
viously involved Johnson's crew and it remained basically the same
in findings as had the original survey. Councilman Towner felt
that if a survey has been made and rechecked today and orally sta-
ted the findings made are satisfactory the matter is in .Line he
felt that should be sufficient to pass this.
Mr. Williams, I believe, indicated he felt no detriment would occur
from accepting this deed as it is only a grant and not construction,
Mr. Aiassa stated that he had called Mr. Johnson and he (Johnson)
had not checked it himself, just his crew working with City crew.
Councilman Towner however, felt that the crew makes their findings
and Mr. Johnson looks at their notes and findings and verifies
those as they say what they say.
Councilman Snyder, too, felt this could be accepted.

Councilman Barnes felt the price being asked was too high and that
possibly Mr. Cox could check it out. Maybe the cost might be the
same, then again maybe not. Mr. Aiassa indicated the matter is
whether Council is actually interested in acquiring this and that
cost figure studies would be made, but if not interested there should
be no' waste . of 'time. .
Councilman Towner felt it was good to add to the park site but there
is the question of funds and it has seemed to be that there is the
feeling not to expand park sites until what we have is improved, but
on the other hand the opportunity may not present itself again.
Mayor Heath stated he was not in favor -of purchasing this extra land,
But Councilman Towner felt that there is need for extra park space
to the north and this possibly might .be negotiated on terms rather
• than cash basis. Mr. Aiassa agreed, if Council wants this, and if
it could be done under any other procedure than cash basis,
Councilman Barnes stated that perhaps Mr. Aiassa could be authorized
to contact Mr. McCall to see if he will..take any less for this prop-
erty. But he still thinks the price is too high for the amount of

Councilman Towner felt this might be necessary otherwise we are
faced with these men being released on preliminary arraignment be-
cause these Judges felt it is unreasonable and cruel detention.
Mayor Heath indicated we should look at the other side as to what
we have to have, and he was led to believe it would also require
guards.
Councilman Barnes indicated there was also the matter of transpor-
ting them immediately and holding them somewhere else until ready
for interrogation.
Mayor Heath stated possibly some kind of room caged off yet wide
open for visual sight from all sides - to be seen easily.
Indications were for a report to see what it would entail, in rela-
tion to a place of detention.

Mrs. Co Hannabon living north end of town collected about 70 to 75%
of people's names in that area to request 1911 Act for Fall -Out
Shelters.
COUNCIL;COMMITTEE REPORTS
Councilman Towner; I have drafted a letter directed
to Mro McKesson concerning his
letter to the Regional Planning
Commission indicating that West Covina is not the best location
for the East District Superior Court and since we had not previously
had the opportunity to present the facts I assume the initial com-
ment was a first impression and on the basis of comments in the
letter he may wish to reevaluate the matter.
Also with this I would like to include copies to Mr. Breivogal,
Mr. Bonelli, Mr. Reed, of the Citrus Bar Association and the County
Administrators office.
Motion by Councilman Towner, seconded by Councilman Snyder, and car-
ried that authorization be given to Councilman Towner to send this
letter as indicated.

There was further indication by Councilman Towner of sending this
letter that is to go to Mr. McKesson to Letters to the Editor of
. the San Gabriel Valley Tribune, since the matter had been given
considerable play and this may be an opportunity to get .our story
in the paper. Mr. Aiassa indicated it might be given to Mr. W..,
Wi#ield although there should be precaution this is not done
prior to Mr. McKesson receiving it as it might result in hurt
feelings. But by the same token it may serve no purpose to send
it to the press.

Motion by Councilman Towner, seconded by Councilman Adams, and car-
ried that a letter be directed to the County Administrative Officer
containing information about parking as indicated in a letter of
November 13, 1961 of Joseph F. Thomas,
Mayor Heath stated that, at study session he would like a few minutes
at the 'close concerning the diVic center.

Motion by Councilman Snyder, sec-
onded by.Councilman Towner, and car-
ried that the problem of references
and checking relative to future ap-
pointments be referred to the Per-
sonnel Board asking what they would
indicate should be done or expected
in such matters.
UPPER SAN GABR.IEL VALLEY Both Councilman Barnes and Mayor
WATER ASSOCIATION Heath felt that it has now become
almost incumbent upon Council and
City to consider and recommend re-
lative to the joining of a district. At the meeting a report was
presented on the..Long Beach suit which has now been almost resolved
in the forming of Committees from'Long Beach and the San Gabriel area
and an agreement to negotiate differences and to make a survey which
will take approximately 120 days. It was felt these matters should
now be studied and some decision reached.
Councilman Snyder stated that he had met with Mr, Geller about the
library tax rate, He pointed out this had to be a mistake in cal-
culation and requested him for a letter stating why, which he (Mr.
Geller) is going to furnish use It gives a breakdown over the next
three years and it would seem that it will show instead of going down
it will be going up to perhaps eighteen cents for at least three years,
breaking it down with the regional district.
Mr. Aiassa stated this would be if they set it up as a separate tax
districts so until ..this _,is. decided, .they ate; knot sure .about it .;going
up to eighteen cents.

onded by Councilman Snyder that
Demands in the amount of $227,217.76,
as shown on Demand Sheets C-292, through C-294 and B-89 be approved.
This to include fund transfers in the amount bf $72,443.48; bank
transfers in the amount of $50,000.00 and also funds on time deposit
in the amount of $85,OOO.00
Motion passed on roll call as follows:

There being no further business, motion by Councilman Snyder, sec-
onded by Councilman Adams, and carried, that the meeting be adjourned
at 12:50 a.m.
