October 9, 1961
The meeting was called to order by Mayor Heath at 7:39 P.M. in the
West Covina City Hall. The Pledge of Allegiance was led by Council-
man Adams with the invocation given by Rabbi Halpern of Citrus Valley
Jewish Center.

The report of the Los Angeles Health Officer was read, in full, by
the City Clerk as follows:

and Baymar Street Sanitary
Sewer District, A111-59-3,
City of West Covina.
RECOMMENDATION: It is respectfully recommended
that sanitary sewers be in-
stalled in this districts
ANALYSIS: This Department has made an -
investigation of the Caroline
Street, Danes Drive and Baymar
Street Sanitary Sewer District, A111-59-3, City of West Covina, as
shown on the attached map. During the course of this investigation
179 house -to -house calls were made. Of this number 63 occupants were
not at home or did not answer the -door, Of -the 116 -property owners
or tenants actually contacted 48 or 41% reported having experienced
trouble with their individual subsurface sewage disposal systems.
They complained that the systems filled up causing raw sewage to back
up into the house plumbing fixtures or to overflow onto the surface
of the ground; also that frequent pumping and cleaning out of the
systems or the construction of new seepage pits was necessary.
The soil within the area of this proposed sanitary sewer district
consists mostly of heavy clay and loam. This type of soil is not -
conductive to the proper functioning of any type of individual sub-
surface sewage disposal system as it has very poor leaching qualities.
In view of our survey, I, the undersigned Health Officer of the
County of Los Angeles, having been officially designated ,,bg,the'
City Council of the City of West Covina to perform public health.,,.
services for the City of West Covina, do hereby recommend that
proceedings be instituted at once for the installation of sanitary
sewers in the proposed Caroline Street, Danes Drive and Baymar Street
Sanitary Sewer District, City of West Covina, as an improvement nec-
essary to the protection of public health and pursuant to the pro-
visions of Section 2808 of the Streets and Highways Code.

Commission action at their meeting of September 28, 1961-
Motion by Commissioner Veronda, seconded by Commissioner Whitcher,
carried unanimously, that the Aecreat�on and Park Commission re-
quest the City Council to designate October as Teen -Kan -Teen Month.
In addition it is also requested that a joint resolution between
the Recreation & Park Commission and City Council be prepared and
submitted to the Teen -Kan -Teen Foundation indicating their support
and urging the whole hearted support of the community in carrying
out the aims of the Teen -Kan -Teen Foundation to a successful com-
pletion.

tion with a representative.

told of the program before them to rejuvenate this grogram. After
discussion with the Commission representative, the Chairman to be
specific, it was felt that we have some very energetic people in
charge of this program, as Mr. Madott had been, previously. I
• felt that it would be to everyone's advantage to give this new ad-
ministration two or three weeks of action to see if they were going
to perform as objectively as they felt they could. If they showed
some progress in the next two or three weeks, I then recommended
that the Council possibly could adopt the month of November to pro-
claim as Teen -Kan -Teen months According to Mr. Busching, this.
sounded like a good idea and he indicated that he would relay this
to the Teen -Kan -Teen group. I would like to recommend to the Council
that with the present administration as enthusiastic as they seem to
be, that we give every support we can and at the next regular meeting
which will be on the 30th, if their program is progressing and they
have a good outline ahead of then, at that time we can proclaim No-
vember as Teen -Kan -Teen month,

our conversation was this: The Teen -Kan -Teen program has been
stopped lately due to various reasons even though it was under the
good leadership of Mr, Madott. This present leadership may be as
good, or even better, however should they be stopped by:the-,same
problems, there is the possibility the Teen -Kan -Teen program may
not go ahead and then it would put us in an embarrassing position

eral program is not progressing and it is felt the City might

Appealed by the applicant on September 21, 1961.
Maps were presented and the,City Clerk stated that the record should
show that nine notices had been mailed in the area and that advertise-
ment of notice of this hearing was published in the West Covina Tribune
on the date of September 27, 1961. Resolution No. 1102 of the Com-
mission was read.
Mayor Heath opened the public hearing, and stated that all those de-
siring to present testimony should rise and be sworn in by -the City
Clerk.
Mr. E. Jo Till I represent the owners and de-

piece of ground.
As you can see from the zoning map, at this particular location, this
.property is adjoining an existing -commercially developed and used zone.
We are seeking this same use in this particular application as the prop-
erty to the north. We would admit and amend the application, if
Council should so desire, so that the balance of the area within this
undeveloped portion of this particular situation here should be within
the application, as we feel that it will develop into possible multiple
housing uses or at most professional uses. However, just the corner
property is involved at this time and the necessary right of way and
improvements will be made and given for Merced and Glendora as pro-
posed to the Commission. The applicant agrees to dedication of right
of way and full improvements. Some people at this Commission hearing
• gave opposition to this particular proposal because they felt, as the
Commission does, that it would cause strip zoning to continue down
Glendora and become a major problem for the City, However, I do not
think this situation is likely on our side of the street and at any
rate only what is owned and asked for here is the thing that we can
come before you with.

We think that for foreseeable use, this will promote the use for
.the west side of Glendora at this location. The piece would -act
as a buffer strip between C-1 and single family adjacent property
and is of sufficient depth after widening to get sufficient buffet
zoning. There could also be a landscaped area in conjunction with
the wall which already exists.
We think this is a very valid and reasonable application. The Com-
mission admits it isn't likely this will be developed in single fam-
ily. We understand you are studying the problems of Glendora. Avenue
and ask, at this time, that you take the matter under submission with
the idea that when you have concluded a reasonable way to treat this
property that we may hear your decision on this matter. We do not
think this use request is particularly earthshaking in the plan for
the City of West Covina. It is a limited area and a logical transi-
tion in business zoning across from business zoning and that you will
find, as the property is fully improved, that it will provide ad-
ditional revenue for the City as subsequent businesses to go on this
piece of ground.
Mayor Heath asked if it was Mt. Till's suggestion that Council hold
this matter in abeyance fox^ any particular time or act on it now.
Mro Till indicated that Council has ultimate jurisdiction resting
with them as to what they might want to do with the property and that
there might be some problems here which were not given complete evalu-
ation by the Commission and that it would seem pointless to have ap-
plications keep coming before the Commission and Council to adjust;
zoning on this property, Mr. Till further stated there would be the
dedication and widening of Merced and Glendora and that it is desired
to have Council consider this. Mr. Till stated that he further under-
stood that Council is thinking in terms of ultimate planning for the
development of the Glendora zoning program and that if Council thinks
it is a flaw that the balance of this property on Merced was not
included in the application, it can be referred back, through the ap-
plication to possibly answer the problem of ultimate use. It was in-
dicated by Mr. Till that a precise plan of use of this property would
have to be filed and on that particular plan, consideration of the
necessary buffering can be given for the area to the south. Mayor
Heath indicated that Mr. Till had stated regarding possible other
problems in the area to be solved, but indicated that this cannot be
held in abeyance for any period of time unless it is requested to by
the applicant or their representative. Mayor Heath asked if this was
so desired, to hold this in abeyance?
Mr. Williams stated with the request or consent of the applicant it
can be held but it cannot be sent back to the Commission for the
inclusion of other properties. That would take a new application and
new notices posted since other property was not included in the pre-
vious notice or at the hearing before the Commission. It could be
held in abeyance, if desired, and consolidate it with another appli-
cation that might be filed later.
• Councilman Barnes referred to the study.of the general plan now going
on and in holding this over, possibly more clarification would be given
as to what was felt would be or could be done in this area. The repre-
sentative was asked if he would be willing to hold this over until such
a finalization of the plan was reached?

Mr, Till indicated the willingness to hold this over until there is
finalization and did not think this matter should be concluded on
the resolution of the Commission but considered with other items
being considered in the general plan.
Councilman Snyder indicated this may be three to four months. Mr.
Till stated if it were even four months the request is to hold it
over for four months and then he would again come before the Council
at that time relative to the matter and find out about any conclu-
sions relative to the general plan in this area.
Councilman Towner indicated that in considering whether to rezone
this property, it would be helpful to have a precise plan showing
the property might be adequately developed if it should be rezoned,
Mr. Till stated that at that time we will present a precise plan
and would submit that in writing tomorrow.
Motion by Councilman Snyder, seconded by Councilman Towner, and
carried, that the hearing on Zone Change No. 197 be continued until
the date of January 8, 1962 at the request and with the consent of
the applicant.

Mayor Heath opened the public hearing and stated that all those de-
siring to present testimony should be sworn in by the City Clerk.

Mr. F. Jo Garvey I am speaking for the applicants
274 East Rowland Avenue and am associated with Mr.
Covina, California Daniel A. Cosner, West Covina
Attorney.
We note that this"was denied, not upon the basis of an existing master
plan or an existing zoning situation, which is fixed, but "because it
was felt that R-P uses should not be permitted any deeper than one lot
depth on the easterly side of Glendora Avenue in both of these cases."
This automatically sets up a hardship situation throughout the City
of not more than one lot depth and is not justified on Glendora Avenue
so peculiarly situated that it has virtue of only one lot depth. The
radius map :illustrates more clearly. We have a situation between Merced
and Westcove Place on the east side of Glendora Avenue. One large
• irregular lot which has present zoning of R-P which isn't zoned in
this cases That lot sides on the ones marked 61 and 60 for its entire
depth. One lot sunning back from Glendora irregularly across the en-
tire backs of 61 and 60 and making a turn and coming across lot 69.
We have R-P on Glendora. With respect to R-P it is irregular and
difficult to break down. Look at 61, it has R-P on it approximately
56 to 57 feet plus the angle of 21/25 coming back. Next to that we
have a lot which backs on lot 62 for the entire dimension which the
applicant proposes to join to another lot to make commercial profes-
sional buildings. Lot 61 is presently occupied for professional uses

by Mr. Cosner and the landlord proposes to join buildings on those
two lots along Wescove.
If you say this is..policy relative to one lot depth then we can
turn to the subdivision ordinance of the City and find it is pos-
sible to have a subdivision. There is nothing to prevent us from
re -subdivision. So we take lot 61 and 62 and resubdivide them
vertically and comply with what the Commission has asked for in
this respect. Lots are 65 feet across Glendora running back a
great deal of distance irregularly because of a pie -shaped line.
If this is Area I it is more than adequate a line because lot
lines drawn from a point approximately mid -way or down between
this point and this point will give approximately 65 feet. If
you look up the street particularly beyond Wescove, from beyond
the reverse corner, lot 33 and 34 have R-P, and the R-P runs back
in a manner that we could re -subdivide and have 6288 square feet
from which I would presume this subdivision was approved before the
area district was or it must be in Area Io I see no reason Wescove
is a dividing line to make this Area II, We have an integrated use
of three lots creating a problem. One not included because of a
strong supposition that the Commission foresaw what happened and
might be applied for. Still there is only one side of the street
running back into a pie -shaped piece with 4 lots on it to fit in
a professional commercial center. The building elevations do not
affect the residential character or building on Wescove or on Tru-
man Place and it would provide adequate parking, ingress and egress
use, and support this particular property in a more adequate manner.
Were we to come in for a variance and asked that we be granted this
and point out the existence of other lots over here we would be
.faced with arbitrary discrimination against this lot 60, were we to
say, not one lot in depth, measured against others, that it is an
area surrounded on two sides. by existing R-P and compatible use?
Entrance is not provided from Wescove but from Glendora so we gen-
erate no additional traffic on Wescove Place and possibly get off
some existing traffic for professional uses with more adequate par-
king than that which presently exists.
There is justification to take into consideration the existing
zoning on both sides of the street to justify the change of zone
as requested.
The precise plan speaks for itself and was only denied because of
the zone change denial and there were no particular picks taken
at the precise plan,
Mr, Cosner: We -had no objections
to this matter oy any of

Petition on file of residents in commercial and residential areas
requesting this matter be granted,
There being no further testimony, the hearing was declared closed.
Councilman Towner: We had an application on Mr.
Thyberg°s property across
the street and changes in
zoning were made on the basis of that. We had, I believe, Lot 60
applied for once before and Mr. Thyberg across the street had what
amounts to two lots zoned R-P already, and in order to hold the
line at one lot depth took off some of Thyberg°s zoning, I do not

know if that was logical or right as one lot depth vertically from
Glendora Avenue is more reasonable an approach,
Councilman Snyder: It seems to me that Mr. Garvey's
arguments are logical. The lot
as;is;.without'.extra depth, is
rather difficult to make a useful piece of property. I think that per-
haps the Commission was acting on precedents which weren't well
founded and which possibly shows the dangers of acting on precedent.
We would have more useful piece of property with the lot going R-Po
Councilman Barnes: At a previous hearing on this,
requesting zoning on Lot 60, I
felt at that time it should
have been granted because Lots 35 and 34, have the same depth as
these two are in width and I took the attitude the two particular
lots were approximately the same. I also felt that Lot 61 couldn't
be developed properly being as narrow as it was, and that these two
lots should have been zoned R-Po I still am of the,same opinion.
Councilman Towner stated he thought that it would be possible to
hold the zoning line as indicated on the request here and not extend
it further into Wescove Place and this would be in keeping with prior
depth of R-P zoning, Although the plan hasn't been appealed it has
been indicated there might be a more reasonable layout and also
there should possibly be additional landscaping provided,
Councilman Adams stated he had not been here for previous discus-
sions on this matter in the area but that in considering this par-
ticular application, he could see where the applicant could have
some difficulty in developing 61 as it would fit in with 62. He
would concur with what had been said by Council members, and it
would seem a reasonable request and appear that any further en-
croachment into R-1 could be controlled to the east.
Councilman Towner asked if there were any conditions on the zone
change and Mr. Joseph indicated there are no conditions on the
zone change but conditions may be imposed on the precise plan and
before there is any action on the plan he would like to review it
with the applicant. Councilman Towner stated the plan has been
denied, not appealed, and therefore a new plan would.have to be
filed and Mr. Cosner indicated that would be done.
Mayor Heath indicated that the last time around he had highly
favored this being R-P and.he thought this is even a better
proposal.
Motion by Councilman Snyder, seconded by Councilman Barnes, and
carried unanimously that Zone Change No, 191 be approved,

people here who are in favor of this having been done and those who
are opposed to this action of proclaiming U. No Day.

The item now indicated on the Agenda are oral communications, at
which time citizens can bring up what items or matters they de-
sire to speak about. However, in all fairness to everyone and
to other members of the City who have problems, we must limit dis-
cussion. The ordinance of the City states that we permit three
minutes of testimony. But the Council always extends that time
to what ever time is felt to be needed by those desiring to speak
and to properly present their case, within reasonable limits.
With the very large group we have here tonight there would evi-
dently be many people who would desire to speak. We would like
to hear all of them but evidently to do so would keep us all here
to the very early hours of the morning in order to complete other
City issues and would also probably present much repetition of
statements. I would ask if there is any one spokesman for the
groups represented? Since there appears to be no one spokesman
for either group, if the Council so desires I would suggest that
comments be limited to one minute each and after receiving 15
testimonies, if there proves to be repetitious testimony after
that time we will call a halt because after such a length of time
we will probably know all that will be necessary to know about the
feelings of those before us, which we do not know now. If after
the 15 minutes it is felt there are more facts to be gleaned we
can consider extending the time,
We allow a full minute to anyone wishing to speak.
However, before testimony is started, I would like to state that
• we proclaimed anti-Communist Week. We were the first City to do
soa Some one has been quoted that this was not proclaimed by this
Council, which was not so, and the letters sent in to Council along
this line were extremely sarcastic and totally uncalled for. We
have also proclaimed, among others, Pearl. Harbor Day; Hire a Vet-
eran Week; National Library Week,; Public School Week; American
Legion Week; Bill of Rights Week and United Nations Day.
Mayor Heath then proceeded to read the proclamation relative to
United Nations Day and stated that whether you call this a Re-
public or a Democracy it is still a united front. We are Ameri-
cans and the President of this country is elected by the people.
There is still the obligation we have to our President whether he
is the man you voted for or the man you voted against, he was the
man chosen for our leader and we should back him and as our Pres-
ident he has requested United Nations Day be observed.

Mrs. Don Clearwater stated she wrote a card opposing it.
Mr. Go Ma Browning of 422 South Albertson Street, Covina, stated
he had concerned himself with three documents which would gain ad-
mission in'any court, one which deals with the findings of the
Senate Judicial Committee dealing with the paralysis that the Com-
munists are capable of affecting on any organization so that it
would become useful to the Communist conspiracy. That a special
element of global conquest as in and through the U. N... The second
document deals with Unesco which is for their own purposes and used
by them for teachers and put in classrooms for children under 13
years of age. In regard to kindergarten the part played in educa-
tion is to correct home errors in training and is the first of many
such social identifications he must achieve on the way to membership
in the world society.
Ruth McCormick stated that she had sent in a petition with quite a
few names on it, possibly 30, and a letter mailed by a friend with
at least 6 names on it, in opposition.
Mrs. Barbara Clearwater stated Council should take more time on this
and think and study it before really making up their minds. She
knows minds can't be changed over night but if Council reads and
looks at both sides of it maybe they will reconsider this proclama-
tion, She asked just to give it time.
Mr. Bo Bane of 413 West Kenoak Drive stated that the guarantee of
property is a sacred thing to use There is a declaration of human
rights put out by the U. No, Article 17, in that everyone has the
right to own property alone as well as in association with others
and not be arbitrarily deprived of this property. This was issued
back.in the 40°s but a committee changed these articles in 50 and
55 and this article no longer appears in human rights so there is
no statement to allow ownership of private property.
A woman in the audience, who did not state her name, indicated that
W. Irvine Williams of the First Presbyterian Church may speak for
himself but not for his congregation of which she is a member and
she does not feel that he has the right to speak for her.
A Mrs. Fedderson called for a show of hands of all those opposed
but the Mayor indicated that this program in opposition was re-
hearsed for over a week by one side and the other side has had about
three hours notice, and that Council would take views from both sides
but it is not trying to show who is better organized and who isn't.
Mrs. Do L. Baker of West Covina quoted from the congressional record
of the 83rd Congress as to remarks made in the House of Representa-
tives.
"Purpose at this time to build a world government by amending the
charter of the U. Na It is necessary to change the constitution to
carry out the design and conspiracy to carry out a world government.
There is a deliberate scheme of the U. No to destroy the constitu-
tion of the U. So It is the goal and purpose to envision world
government and to make out citizens a part of that world government
and to strip them of rights under the constitution of the U. So
Can anyone doubt the U. No is set up to do with this country that
which couldn't be done by force of arms but surrender our liberty
without firing a shot" (Usher L. Burdick of North Dakota.)

the three names starting the U. No namely; Vishinsky, Molenkov and
Hiss.
• Mr. Glenn Smith statedhe agreed with all statements made and the
U. Na Day shouldn't be proclaimed,
Mr. R. Kowski of La Puente stated that in the resolutions stated
in the U. No Force for Peace International, this year°s.agenda
has 100 items and 10,000 sub -items on the agenda yet there is not
on the agenda or sub -items anything about Berlin or Vietnam which
are dangerous issues at this time.
June Worth of West Covina stated she represented some of the mem-
bers of the American Legion in West Covina and the West Covina
auxiliary who are not in favor and also her church was mentioned
being in favor of this but she, as a charter member, was not.
Helen Brown-1227 Robindale I am speaking for the League
of Women Voters which is a
national non -partisan organ-
ization with the goal of promoting good government with informed
citizens. One of the issues studied 'is'the:U. Na and that study
began before the Charter of the U. No was ratified and before the
United States became a members We continued to observe the U. No
and its actions ever s.nc a then and to keep our members informed.
Last year we reviewed this continuing responsibility and 132,000
members of the League in 50 states decided that 132,000 women were
all the same mind and we are aware of the limits, problems, errors
of the Ua N> but we are all also aware of disagreements that we, as
individuals, have with our own United States government but are sure
that none would consider recinding their support of our government
for these types of differences and this is why the League makes sup-
port of the U. No and congratulates the.City Council in its proclam-
ation of U. Na Day. We feel that it is a means for•world'peace and
security of mankind..
Mayor Heath stated that League of Women Voters Week was proclaimed
because of their great help to the community and to the_Countryo
Rev. John Gunn of 1113 East Cameron stated he cannot speak for the
First Baptist Church or the Chamber of Commerce but would make a
couple of observations. The U. Na is here and we are members of
it and while I do not agree with everything they do, or our elected
officials do, we go along complaining and expressing doubts in it
but we also should go along hoping to change it in some way. We
are members of the U. No good, bad or indifferent. U. No Day has
as its primary purpose the attempt to interpret its work to use
It doesn't ask us to pledge allegiance to it or to its nations.
The U. No, for good or ill, has certain abilities in our world that
no other organization has and has communication to all other parts
of the world. If we will do what we say for peace, we have a means
to an end in this and have the opportunity to function if concerned
. enough to express viewpoints to our officials. Are we willing to
face up to the U. N. for what it is, good or bad, willing to take a
fresh look at it. We won't change the day, it is a nationally
scheduled day, but will say to those in the community, we will take
a look at it and commend the courage for facing up to its

Rev . Janssen of the West Covina Methodist Church stated that he
did not represent his people nor did he.believe the other.ministers
meant it to represent their churches as they know that its members
. have different opinion,
We are not unaware of the weaknesses of the U. No nor we are not una-
ware of the goals of the Communist Party nor do we assume that all
of the actions of our Country are identical with the Will of God.
But I heartily support the proclamation of the U. No because I be-
lieve that to fail..to support the U. No is to concede a victory to
the Communist Party and to say they are too strong and we can't match
them and that ultimately they will take it all over, so let us give
up the U. No and.give the rest of the world to them. Let us shore
up our walls and separate ourselves from the rest of the world and
fight it out. Failure to support it would be saying that the United
States doesn't need the rest of the world but the rest of the world
needs the United States and the United Nations. It is impossible to
say those down trodden nations must stew in their own juice and if
we do not support them they will fall to the Communists and I heartily
support this Uo No proclamation,
Mrs. E. Bo Samuels of 333 North Citrus stated that there has never
been spawned a more injurious evil than Communism and if anyone thinks
the U. N. is a tool of Communism he should oppose it. But so long as
my Government is part of the U. No and participates in the U. No, I
shall. support it because I believe in supporting my government. I
would commend the City of West Covina in passing this proclamation and
hope you will let it stand.
. Mrs. So Chervin stated that she would agree with the'two speakers in
that isolation is dead in this nuclear age and if we withdraw from
the U. No we will only serve Communism by doing so. It was further
stated the American Legion and its.auxiliary are members of the com-
mittee for the U. No
Councilman Snyder stated that he thought that all has been said inso-
far as Council is concerned, previously, and that anything further
would only be repetitious unless Council desires to have further dis-
cussion on this,
Motion by Councilman Snyder, seconded by Councilman Towner and car-
ried unanimously that Council reaffirms its approval of the proclam-
ation .of U. No Day,
Mayor Heath called a recess, Council reconvened at 9035 Po M.
Dr. Montgomery stated that he did not know what the previous Minutes
had indicated on this matter but that he represents no organizations
nor any other individual except himself.
Judge W. Martin Desired to present'a resolution

fitting and appropriate at this time regarding the recent work and
passing of Mr. Louis F. Madotto Judge Martin stated he had personally
worked with Mr. Madott during the past four or five years and knew of
the time, money and devotion given to civic services and purposes in
various fields, as well as physical stamina it took to devote to these

thing so unstintingly, Judge Martin indicated the City of Indus-
try had recognized this resolution and copies would be given to
Council relative to it. The death of Mr. Madott occurred on his
55th birthday,.September 26, 1961, and in recognition of this man°s
work, as well as other outstanding citizens it was felt there should
be one day of the ;year set aside for recognition of such matters to
be known as Civic Servant Day and it was felt that the date of Sep-
tember 26 be so appointed, which would not only point to the out-
standing achievements of this one man but also of all others.
Mayor Heath stated that there have been many people who have given
considerable time and energy and received no thanks for it and that
he was looking at five such men seated in Council and many befoke
these who spend much more than the $50.00 allowed them as well'as
sacrifice their home life and many other things for the benefit of
the City at large. He felt that a Civic Servant Day would be some-
thing in line to recognize all those who give their time and energies
and should be reviewed with the possibility of setting up such a day,
Mrs. Van Dame: I've always said you people
should have more than $50.00
a month, it isn't fair. I
have been coming to many meetings and I know what work you have to
do and the decisions you must make and the time you must spend, the
last meeting lasting until almost 2 o'clock in the morning. I could
go home but I won't because I do not want to miss a trick. You say
you can't do it, get more money, but I know it has been done in West
Covina and that you really deserve it and I am not kidding either,

Mayor Heath stated he had some remarks to make on this particularly
in reference to "Clerk of the Works" employed by the City and wor-
king with the architect. He felt this is splitting responsibility
and in his experience he believed the architect was expected to see
that his specifications and plans are met and held responsible for
that. Whereas if this "Clerk of the Works" is to report to the City
it could conflict and split responsibility. He would rather see this
"Cl.eik of the Works' hired by the architect and paid for by the City.
Councilman Adams: To have a "Clerk of the Works"
employed by the City is having
our man on the job to see the
construction goes in accordance with the plans and specifications as
to what we are buying from the architects Then he is our contact on
the job to see this is carried out. Some larger firms do hire a con-
struction manager but this is the usual way to have our own people do
the inspecting.

Ralphs Grocery Company
Petition filed at 8:05 A. M. September 26, 1961. Deadline for filing
was September 27, 1961 at 5,00 P.M. There are 22,729 registered voters
and 2273 signatures were required for sufficiency. There were 2719
signatures and 393 signatures rejected. Amount of signatures are
sufficient.
Motion by Councilman Barnes, seconded by Councilman Snyder, and car-
ried, that the referendum in the matter of Ralphs Grocery Company
go to a vote of the people.
There was discussion as to whether to hold a special election or
have it on the ballot of the municipal election next year.
Motion by Councilman Barnes, Seconded by Councilman Adams, that this
matter be held over to the next meeting.

COUNCIL COMM I TTEE REPORTS

FALL -OUT SHELTERS Councilman Snyder gave a re-
port on the meeting attended
by him and Mayor Heath in an
attempt to answer questions relative to fall -out shelters. Evident-
ly there is a great deal of emotion over this matter and people want
some answers as to the best means to proceed. It was indicated that.
any impetus for building of community shelters must come from the
people themselves but it was pointed out this is national leader-
ship problem which had been weak. We promised them only that the
Council would hold some study sessions on this and attempt to come
up with some unified policy. The people want to know what to do,
whether build own shelters or whether community shelters can or
should be built and governmental policy has not been unified. Pos-
sibly we should meet to see if we can come up with some unified pol-
icy to pressure the national government to provide means, forget it
or build own shelters. My recommendations is to have study sessions
and try to come up with possibly some unified policy to answer people's
questions.
• Mayor Heath stated he had written letters to the school district
asking if they might be able to participate in a joint venture on
fall -out shelters on City property, and their participation would
be financial,
SUPERIOR COURT Motion by Councilman Towner,
seconded by Councilman Adams,
and unamimously carried, that
the Mayor be authorized to sign the letter to the Honorable Frank
Bonelli relative to the Superior Court and the conveying of land.
Motion by Councilman Towner, seconded by Councilman Snyder, and car-
ried that the Mayor be authorized to write to the Board of Super-
visors stating that it is our understanding that any organizing for
a Superior Court facility pending a determining of the Superior Court
site in the East District is only temporary provision and does not
effect the permanent location of the Court and in the event it does
the City of West Covina will find suitable facilities for such a
temporary Court site,
PERSONNEL BOARD MEETING To be attended by Councilman
Snyder due to Councilman Barnes'
inability to attend.
Councilman Snyder stated that we are the center of a Commercial area,
and must take our responsibilities as such so far as this goes° Ac-
cording to Mr. McCann if we were all one area unit we could be the
second largest city west of Chicago.
