PAT.T. Present: Mayor Heath, Councilmen Brown,, Towner, Barnes, Snyder Others Present: Mr. George Aiassa, City Manager Mr. Harry Williams, City Attorney Mr. Robert Flotten, City Clerk RESOLUTION'NO. 1977 The City Attorney presented: West Covina Easterly "A RESOLUTION OF THE CITY COUNCIL OF Annexation District No. 167 THE' C 3Y.J'0F'INE9T.COV,INA,i CALIFORNIA, GIVING NOTICE OF THE PROPOSED ANNEXATION OF CERTAIN TERRITORY ADJACENT AND CONTIG- UOUS TO THE PRESENT CITY LIMITS OF THE CITY OF WEST COVINA'(EASTERLY ANNEXATION DISTRICT NO, 167) `• LOCATION: East of easterly City limits, south of the San Bernardino Freeway. Protest hearing date February 14, 1961. Motion by Councilman Towner, seconded by Councilman Brown and carried, to waive further reading of the body of the resolution. Motion by Councilman Brown, seconded by Councilman Barnes,,, to adopt said resolution passed on roll call as follows: AYES: Councilmen Brown, Towner, Barnes, Snyder, Mayor Heath NOES: None ABSENT: None Said resolution was given No. 1997 Time - 7:09 o'clock Po M. Motion by Councilman Towner, seconded by Councilman Barnes and carried, that the City Clerk submit the annexation proposed to the County Boundary Commission for their report as to the definiteness and certainty of the proposed boundaries, and to publish and post notices according to Section 35311 of the Government Code, and file maps with the County Clerk and Registrar of Voters. CITY 'SEAL Models of seals under conslieration were displayed. Councilman Snyder explained that 23 local service and civic organizations were invited to view the models on display Decem- ber 16, 1960, and to comment thereon. Only two organizations appeared, the League of Women Voters and the P.T.A. Adj. C. C. 12/29/60 CITY SEAL - continued Page Two Motion by Councilman Snyder, seconded by Councilman Barnes and carried, that the seal which had been recommended by the staff be adopted but that final adoption and printing be delayed until the 'City Manager could furnish for Council's approval an exact detailed copy of the seal showing the actual size, design and color before final adoption and authorized $75.00 expenditure. (mayor Heathd voted "No") City Manager Aiassa reported that approximate cost was $1.05 each or $58-00 to $59.00 per one -thousand, Start with 500. MORITZ PICK'PARKING City Manager Aiassa directed Council's attention to the report on this sub- ject submitted to him by Public Services Director Thomas J. Dosh, copies of which were delivered to Council for their information, This problem was viewed by Council during their recent field tour of City.projects. Motion by Councilman Brown, seconded by Councilman Barnes and carried, that Mr.Blackard be permitted to proceed at once with the installation of curbs, gutters and street improvements on his property frontage and that Mr. Pick will put in the driveway on his property which adjoins Mr. Blackard's. • SIDEWALKS - TRACT NO. 22669 City Manager Aiassa referred to map and report dated December 9, 19609 submitted to him by R. E. Pontow, City ingineer, at Council's request. By Ordinance No. 499 adopted October 22, 1956, sidewalks were required on Lots No. 32 to No. 38 inclusive, and Lot No. 64 in Tract 22669 on Puente Avenue. When developers were ready to construct sidewalks it was found that a power pole was in the way and could not be moved because of an existing irrigation line which was in use. Councilman Barnes: The developer deposited $960.00 for the sidewalks and the City released his bond for tract improvements. Prices have gone up now, Councilman Brown° The Utility Company must move the poles. The report states that it is the City's responsibility-b install the sidewalk returns in the intersection at Eileen Avenue and that the cost of sidewalks is now $1,200.00 plus the sidewalk returns at $276.80, total $1,476.80, less $960.00 deposit onr$516.80 as the City's share of the cost, which the report recommended the City pay. Motion by Councilman Brown, seconded by Councilman Barnes, that the City accept the recommendations passed on roll call as follows: AYES:.
