MINUTES OF ADJOURNED REGULAR MEETING OF THE CITY COUNCIL
CITY OF WEST COVINA, CALIFORNIA
March 21, 1960
The meeting was called to order by Mayor Brown at 7:30 Po M. in the
West Covina City Hallo

REPORT OF INTERIM City Manager A.iassa: The members of
DRAINAGE IN WEST COVINA Council have the report in their folders,
which were given to them tonight, on
the interim drainage facilities for the
City.
The reason we want a decision from the Council on this matter is that
what we are actually trying to do is to provide pipe of an adequate
size through the walls of the Wash. If you look on Page one relative
to Bromley Avenue you will note it will entail a small drain there
and we want to open the orifices to permit an 18 inch connector pipe.
Where there are sufficient existing drains we want to tie in a lesser
size drain going into the inlet but want the inlet large enough so
that if it is necessary to enlarge drains we do not need to cut through
the concrete wall. What we are doing here is increasing the orifices
into the Wash. There are -some of these listed with no drain at the
present time but we will stub a pipe into the Wash and if and when we
decide to put a drain into that area we will have openings for them.
The report indicates that the portion of the proposed systems which
are to be included as part of the Corps of Engineers improvement of
Walnut Creek Wash will only provide protection to the immediate areas.
Other areas, which will not be protected until the whole system of
storm drains have been substantiAlly.completed, should be provided with
some type of interim facilities. The principal areas of study are
the problems created by the existing surface culverts under the San
Bernardino Freeway and the areas studied have been divided into two
groups, north of Walnut Creek Wash and south of the Wash.
North of Walnut Creek Wash, the westerly City line to Orange Avenue
includes Bromley Avenue, a catch basin #2 with an 181 connector pipe;
Sunkist Avenue, two catch basins #2 with a 24 inch connector pipe and
which has an existing 24 inch CMP; Orange Avenue to Irwindale Avenue,
construction of an additional pair of basins, probably catch basins
#1;, Walnut Creek Place, a local street pick up in the form of a catch
basin #1 and 18 inch connector pipe,which would also provide a pick up
for the existing 6 feet x 2 feet concrete box drain; Baymar Street,
a catch basin #2 with an 18 inch connector pipe and Fircroft Street,
to have two catch basins #2 with 24 inch connector pipes.

South of Walnut Creek Washy Azusa Avenue to Hollenbeck Avehue,there- -
is an existing 15 inch CMP and it is suggested additional street-pick -
ups be provided at Mesita and Hillborn to relieve the existing system
which would be a catch basin #1 with 18 inch connector pipe at both
locations.
Councilman Mottingero Insofar as the size of•these openings
as proposed, they will help carry
more than the drainage that could
occur in the area?
Councilman Heath: An 18 inch opening doesn't take much
capacity - has this been calculated?
Councilman Mottingero I was referring to the sum total of all
of -these openings at various locations
adequately carrying all the water that
would fall in these areas,
Public Service Director Dosh: For a 10 year frequency basis relative
to rain storms.
City Manager Aiassa: We have over -extended on some of these
drains because we have to guess what
the future drain -off capacity will be in
the future. On Sunkist there is suggested two, 24 inch connector
pipes and on Walnut Creek Place there is a 61 x 21 reinforced concrete'
box drain in the cul-de-sac on Holly Oak Place and there also has been
suggested a catch basin #1 and 18 inch connector pipe. These areas
are limited to the amount of water draining into them but we want to
be protected so these are extras. We are boosting up the need for
inlets in the Walnut Creek Wash.
Councilman Barnes: As I would understand it, most of what
we have existing is adequate to carry
the water but this proposal is in the
event of overflow at areas such as Walnut Creek Place, Baymar, etc.,
to handle more water in case we need it.
Public Service Director Dosh: What is existing is large enough but
these extra drains will take more water
off o

This way we eliminate the problem of
possible overflow,
What about Orange to Irwindale?
We will have about three 12 to 18 inch
connectors with the suggestions given,
Councilman Heath: At the present time what about the area
Oaround the civic center, east of the
civic center and Vincent? It is now
open area and the water is permitted to percolate into that area.
However, eventually this will all be developed in buildings sending
water off instead of percolating. Have provisions been made there
and are there adequate drains for that area? This would be from
Cameron Avenue at end of C-R zone over to the other end of where
Vincent Avenue is going to go through to Glendora. It will be possibly
all commercial type area in there which is now open and letting the
water percolate.

Mro• Dosh indicated to Councilman Heath -the drain system to be provided
in the future for this area and the Councilman appeared to be s4tis-
Pied that it had been adequately taken care of relative to future use.
City Manager Aiassa: So far as the report is concerned, we
are trying to do as much as money will
permit. We would like to submit this
report to the Los Angeles Flood Control to incorporate in our storm
drain plan with them.
Councilman Barnes: Wasn't the estimate of cost something
like $97,000o00?
City Manager Aiassa: It was pretty close to that. However,
we will have some credit coming from 'the
U. So Corps of Engineers. Where we are
making a new opening and installation we will have to pay, but the
U. So Corps will give us credit where they are required to replace
structures and will pay the betterment cost.
Councilman Heath: How much for these extras, any estimate?
City Manager Aiassa: No, and the only way we will be able to
go into cost would be relative to
designing but we want this pattern
ready to go because May is our deadline for getting this included,
Public Service Director Dosh: We anticipate credit to be received
from replacing existing drains with
larger structure and may come out ahead,
Our $97,000.00 estimate was based on the City paying for evepy,thing
but we will get credit for enlarging the structures.
Councilman Barnes:
You would feel safe with the estimate
around $97,OOOo00?
Public Service Director Dosh: Yes.
City Manager Aiassa: What we did was we figured what the
total cost would be to put these drains
in disregarding the percentage of bene-
fits'paid back by the Corps to replace certain sizes. The only way
we would know of the cost would be when there is bid and prices on
it and when we tally these out it would then show how much credit is due
us and that we want to put back into improvements that we haven't the
money to do.
Motion by Councilman Mottinger, seconded by Councilman Barnes and
carried, that the Report of interim Drainage in West Covina be sub-
mitted to the Los Angeles Flood Control to include in the final Plans
and Specifications for improvements of Walnut Creek Wash.
REPORT ON SIDE DRAINAGE City Manager Aiassa: This is a
OREQUIREMENTS FOR SERVICE matter that will be studied further
AVENUE AT WALNUT CREEK WASH and we will have it before you on the
meeting of the 28tha It is rather a
complicated matter and we are going to
have a staff meeting and review it in more detail,
DRAIN IN CORPORATION YARD City Manager Aiassa: This is an item
of need. Mr. Johnson and the Engineering
staff feel it can be properly taken care
of by a surface inlet.

BRIDGE REPORT City Manager Aiassa; We discussed -
this finalization of bridge betterment.
•There are 3-bridges left out -and it -is
questionable whether the Corps would replace the Azusa Avenue, Lark
Ellen Avenue and Hollenbeck 'Street bridges. At Azusa Avenue it would
appear there will be no replacement due the City. The reason for
that is that they are going under it without disturbing the present
bridge and Lark Ellen will be the same. This has been verbal, however,
and Mr, Johnson, Mr. Dosh and myself feel that perhaps the matter
should be pressed a bit harder because where other bridges have been
in the same situation there has been replacement. The cost of saving
a bridge sometimes could cover the cost of:replacing a bridge. How-
ever, we should substantiate what is needed to protect bridge..abutmentso
Councilman Pittenger:
There are no realignments?
City Manager Aiassa: No, only on Citrus and we are stuck -
with the old bridge at Citrus. We have
reviewed this with Mr. Johnson and it
has been indicated there should be two things taken into consideration.
The flood control only have easements in that channel and there would
be a good opportunity of getting it filled, if the property owners
are interested, because of the dirt that will be excavated from the
new ditch. Also, we should consider whether it would be cheaper to
have this bridge removed and rebuilt at the same time as we are remov-
ing and/or building other bridges. The flood control tells us that
they do not like to incorporate these things with the base contract
but perhaps we could do this with the same contractor at a later time.
Councilman Mottinger: Do you think you would be able to
coordinate the second contractors work
with that of the flood control work so
that there would be no extra delay in reopening Citrus? If the bridge
is removed shall we be able to run the Wash through with one contrac-
tor and build the bridge with another contractor?.
City Manager Aiassa: The second bridge would have no affect
on the channel.
Councilman Mottinger: I mean the old bridge taken out by
alternate contractor.
City Manager Aiassa: It would be a tie up on Citrus to some
degree with the installation of the
new bridge and we could use the old
bridge temporarily,
Councilman Mottinger: We know that, but we would want it to
be at a minimum relative to bridge and
Wash work.
City Manager Aiassa: At the present time it would not be
desirable to build a new bridge be-
cause they would have to by-pass�Citrus
before we could build a new bridge.
Councilman Mottinger: Just so we do not close Citrus any
longer than we have to. That is a heavy
carrier to our shopping center,
Mayor Brown: I think there will be an alternate
route so that Citrus would only have
to be closed for one time.

carried, that the Engineering Department draw a map showing the
existing property relative to its owners along this channel and that
• the staff be directed to meet with the property owners to find out
their opinions as to the use of excavation dirt for fill,

City Manager Aiassa: We have some
minor easements necessary for bridge
approaches. Service Avenue is one we
were directed to proceed with but we
the north side, which is part of the
new Parkway street, because it will be
as the Parkway is concerned. We would
bring it in on the 28th of March. We need
improvements are necessary on this, other -
school ground.
Public Service Director Dosh: I believe the question here would be
whether we approve this approach
with the bridge or with Walnut Creek
Parkway improvement.
City Manager Aiassa: On Azusa Avenue a small easement is
needed for a storm drain and bridge
abutment and Hollenbeck Street is the
same.
What is Council's thinking insofar as the other three bridges? The
Azusa Avenue bridge is going to be one of our major concerns because
of the 100 foot R/Wo This is a decision that will have to be made
sooner or later, whether we get funds or not, whether to put in
abutments anyway,
Mayor Brown:
We should put in footings for a
100 foot bridge, anyway,
Public Service Director Dosho We informed the Road Department to
bring this design up last because we
might not want to buila'this bridge,
so do it last on Azusa.
Mayor Brown:
It would be possible to build Azusa
Avenue bridge with an offsets
City Manager Aiassa:
Yes, I would believe so but we must
get the footings in.
Mayor Brown:
The footings, yes,

There is an old subdivision and then
there is a new subdivision on South
Astell and Louisa Street off Lark Ellen.
• These won't need the use of
sewers for some time but there are other
houses that have had trouble
and assurance is needed of sewer lateral
through property lines. We
would take from the unappropriated fund
for sanitation and put in sewer
lines with laterals. We have been
given a cost of $5.00 a running
foot and I think the district is
running $5.70. The figure
we gave you was $672.00 but the actual
cost is $795.00. This will
be paid back at the time the property
owners connect but as long
as they do not connect there will be no
pay to the City,

The contractor is still in that area?
Yes, I believe so.
Motion by Councilman Barnes, seconded by Councilman Pittenger, that
authorization be given to spend the amount of $795.00 to put in extra
124.5 feet of sewer line, plus a 35 foot lateral with the money to
be paid back to the City by the property owneiswhen they connect.

MEETING WITH PACIFIC RATING City Manager Aiassa: Chief Wetherbee
BOARD OF UNDERWRITERS and I attended a meeting in Los Angeles
with the Pacific Rating Board and went
over the maps and contact will be made
with the representative in San Francisco.
There were two suggestions. We reviewed the possibility of having a
field engineer of the National Board see the area here. This was due
to the fact that he will be in the Downey area and will look over the
maps and make a summary report of the thing on the field. If they
feel it is necessary, we might have to go to San Francisco if there is
a question of sites and there might be one or two that will be ques-
tionable. We are talking about an extensive amount of money because
we have reached the 50,000,-population mark which means ladder trucks,
etc.
Councilman Barnes: When will this representative be in
Los Angeles?
City Manager Aiassa: In about two to three weeks and Council
might select a member to go to San
Francisco, also, if it should prove
necessary.
Mayor Brown: If he won't be here before two `or three
weeks, it will be four to five"weeks
before any decision is reached and if
necessary a selection can be made then.
BALANCE OF PAYMENT City Manager Aiassa: Council.has
ON HANIFAN PROPERTY already authorized the first payment
to Mrs. Hanifan relative to her property
in the amount of $16,000.00, which has
been paid, but has not authorized the balance of payment in the amount
of $10,000.00, which is now due according to the escrow instructions.
Motion by Councilman Pittenger, seconded by Councilman Barnes, that
• authorization be given to pay the balance of'$10,000<00 to Mrs. Hanifan:
relative to the agreement for final payment on her property. Motion
passed on roll call as follows:

carried, that the meeting be adjourned at 8:05 Po M.
Mayor Brown reopened the meeting for the purpose of adding the
following item:
Motion by Councilman Pittenger, seconded by Councilman Barnes and
carried, that the City Attorney be directed to proceed with the nec-
essary action relative to Annexation No. 165.
