M. in the West Covina City Hall. RnLT, r ALL Present: Councilmen Heath, Pittenger, Barnes Others Present: Mr. George Aiassa, City Manager Mr. Robert Flotten, City Clem Mr. Harry C. Williams, City Attorney Absent: Mayor Brown, CouncilmanMottinger PETITION OF ANNEXATION Councilman Heath: The purpose of this OF INHABITED TERRITORY meeting is to accept a petition from DATED MARCH 3, 1960 proponents who are requesting Council°s consent to the commencement of proceed- ings -to annex certain properties -into the City of West Covina. Is there anyone present in the audience who desires to speak on this matter? There were no comments or statements forthcoming from anyone present in the audience. The City Clerk presented a map of the area relative to the proposed petition for annexation and stated that the signed petition contained the signatures of 17 petitioners, and that the area had 45 registered voters. Councilman Barnes: Does the amount of signatures on this petition, relative to the 45 registered voters in this area, qualify us to con- sider this petition? City Attorney Williams: There is no percentage necessary. Anyone, who wishes to circulate a petition may ask your consent to circulate it. Two people would be sufficient and your action, at this time, would be to refer this to the Planning Commission for report. City Clerk Flotten: At this time Council may accept the petition requesting permission to start the proceedings. The next step is to forward the matter to the Planning Commission for report and after that proceeding has taken place Council may accept that report from the Commission and then pass a resolution giving consent to the commencement. of proceedings. Motion by Councilman Barnes, seconded by Councilman Pittenger, that the petition requesting permission to circulate a petition for annexa- tion, containing 17 signatures, be accepted and referred to the Planning Commission for report or -recommendation. TO CITY ENGINEER - _... FOR REPORT Motion by Councilman Pittenger, seconded by Councilman Barnes and carried, that the petition relative to sanitary sewer installation be referred to the City Engineer for proper report. IMPROVEMENT OF Motion by Councilman Pittenger, seconded WILLOW LANE by Councilman Barnes and carried, that TO CITY ENGINEER the matter relative to the i4rovement FOR,REPORT of Willow Lane be referred to the City Engineer for proper study and report. BAKE SALE REQUESTS Civinette Club - March 12, 1960 APPROVED Church of Latter Day Saints - March 26, 1960 Penney°s Department Store has granted permission for these.bake sales being held in front of the store. Motion by Councilman Pittenger, seconded by Councilman Barnes and carried, that the requests to hold bake sales, as requested by the above organizations, be granted. REQUEST TO SOLICIT Received from the Parents Committee of MERCHANTS IN THE CITY the Covina High School for the graduation OF WEST COVINA FOR night party. DOOR PRIZES (COVINA HIGH SCHOOL) City Attorney Williams: Perhaps this should be turned over to the Chamber of Commerce to see how they feel about it. There are more and more such requests coming in, Councilman Pittenger: There is one thing that concerns me in this particular matter and that is we are very likely to get a similar request. from our own West Covina High School and I feel our own high school should possibly be considered first. Councilman Barnes: I think we should consider our own high school first. City Manager Aiassa: Perhaps we should direct this to the Chamber of Commerce_and to question them as to what we should do as we are getting numerous requests from outside agencies and it is hitting the merchants-' pocketbooks. Motion by Councilman Pittenger,. seconded by Councilman Barnes and • carried, that this matter be referred to the Chamber of Commerce for recommendation and report° REQUEST FOR ALCOHOL The City Clerk reported there were two BEVERAGE' LICENSE regcue.s.ts, one for a new market on (Claro°s Market) South Glendora, Claro°s Market, and one. (Stardust Bowl_) f.or..Stardust Bowl, which is a full liquor license request, although the latter is not yet built but which will be construc- ted'on what is now the Dubrove property. The City Clerk stated that a 9 Adj. Co Co 3®9-60 Page Three ALCOHOL BEVERAGE LICENSE REQUEST - continued report had been received from the Police Department 'regairding-Clar°o°s Market which indicated nothing detrimental r°egar°ding said-r6questo To the question of Councilman Barnes as to whether there had -been a report regarding the proposed Stardust Bowl request, the City Clerk stated there had not been one given although it would appear there would be nothing detrimental. It was consensus that there would be no objections stated in regard to the two -requests. REQUEST OF SUN-FRAN Motion by Councilman Barnes, seconded by- MERCHANTS ASSOCIATION Councilman Pittenger and carried, that FOR CARNIVAL- the Sun -Fran Shopping Center be permitted. APPROVED to conduct a carnival from March 22, 1960, to March 27, 1960; that the license fee not be waived and that this matter be subject to Safety Committee recommendations. Councilman Heath called a recess at 7:300- Council reconvened at 7:520 REPORT RELATIVE TO The report and recommendation relative PROPOSED EASTERLY to the annexation was read by the ANNEXATION NO. 165 Planning Coordinator as indicated in the previously passed Resolution No. 757, dated May 13, 1959, of the Planning Commission. It was stated that by motion of Commiss*pner Renwick, and second by Commissioner Launer, carried on roll call vote by all members. of the Commission with the exception of Commissioner Towner, who was absent, that the Proposed Easterly Annexation District No. 165 be recommended for approval to the City Council with the stipulation that no zone changes be initiated at this time. Motion by Councilman Pittenger, seconded by Councilman Barnes and carried, that the report and recommendation be accepted. RESOLUTION NO. 1780 Consenting to the commence- ment of proceedings for annexation ADOPTED The City Attorney presented. "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA CONSENTING TO THE COMMENCEMENT OF PROCEEDINGS FOR THE ANNEXATION OF CERTAIN INHABITED TERRITORY DESIGNATED AS WEST COVINA EASTERLY ANNEXATION NO. 16511 Motion by Councilman Pittenger, seconded by Councilman Barnes and carried, that further, reading; of the body of the Resolution be waived. Motion by Councilman Barnes, seconded by Councilman Pittenger, that said Resolution be adopted. Motion passed on'roll call as follows-. Ayes-. This is related to an increase in salary -for -the City Clerk and the City Treasurer, This is an Ordinance which could be given its introduction this evening with final action, if you so desire., to take place at your meeting of the 14tho Councilman Pittenger: I feel there should be full Council"voting on this relative to finalizing it but I would have no objection to having the Ordinance introduced at this time. INTRODUCTION The City Attorney presented: An Ordinance fixing the "AN ORDINANCE OF THE CITY COUNCIL OF THE salary of the City Treasurer CITY OF WEST COVINA FIXING THE SALARIES and City Clerk OF THE CITY TREASURER AND THE CITY CLERK'' Councilman Heath-. Hearing no objections, we will waive fur- ther reading of the body of the Ordinance. Motion by Councilman Pittenger, seconded by Councilman Barnes and carried, that the Ordinance be introduced and given its first reading. V. F. W. BUILDING City Manager Aiassa: There was a Precise.. Plan of the V. F. W. building in 1957 with modification from the original Precise Plan and in talking this over with the City Attorney we would file this with Council which are some of the provisions the Planning. Commission has been guided to do. They are in violation of one portion of the plan in that they have relocated the building. However, they scheduled their opening for the 19th of March and we would like to permit them to do so but not finalizing acception permit until they proceed with amending the Precise Plan to show the actual site and building -layout as now being built. We feel they could be permitted a temporary occupancy permit but must proceed with an amendment to the _ plan. Motion by Councilman Pittenger, seconded by Councilman Barnes and carried, that a temporary permit for occupancy be permitted relative to the scheduled opening,of the V. F. W. building, subject to the sub- mission of an amended Precise Plan, There being no further business, the meeting was adjourned at 8:10 Po M. until, March 10, 1960 at 7-.45 A. M. ATTEST-.
